On July 26, 2023, the Department of Transport of Zhejiang Province released the results of investor bidding and bid evaluation for the reconstruction and expansion project of Zha Jia Su Expressway from Nanhu Interchange to the boundary between Zhejiang and Suzhou. The project was led by Zhejiang Expressway Company Expressway Co., Ltd. and won the bid by a consortium formed with China Merchants Highway Network Technology Holdings Co., Ltd. The estimated total investment of the project is 8.134 billion yuan, the construction and installation cost is 5.968 billion yuan, and the average cost per kilometer is about 322 million yuan.

Zha Jia Su Expressway is located in the north of Hang Jia Hu area and the middle of Jiaxing City. The route starts from Zhapu Port in the southeast of Pinghu City, Jiaxing City, and passes through Pinghu, Haiyan, Nanhu and Xiuzhou of Jiaxing City to the north and crosses the western border port to enter Jiangsu Province. The total length of the route is about 53.8 kilometers. The design speed of the whole line is 120 km/h two-way four lane expressway. With the rapid development of integrated inter provincial exchanges and cooperation in the Yangtze River Delta in recent years, the traffic volume from the South Lake Interchange on the northern section of the Zhajiasu Expressway to the Zhejiang Jiangsu border has grown rapidly. In 2021, the daily average traffic volume for the entire year was about 84017 pcu/d, and the maximum daily traffic volume has reached 94032 pcu/d. The service level of the four car road network is all at level six, and the traffic flow is in the lower half of the congested flow. The traffic demand far exceeds its allowable throughput, resulting in occasional congestion, There is an urgent need for expansion and transformation to meet the needs of regional transportation development.

The starting point of the section from Nanhu Interchange to Zhejiang Suzhou Boundary of Zhajiang Jiaxing Suzhou Expressway Reconstruction and Expansion Project is located in Nanhu Interchange in Jiaxing, starting at chainage K28+587.569. The line goes north, with a separation bridge of Shanghai–Hangzhou railway set across Shanghai–Hangzhou railway and Changshuitang, crossing Jiahong Avenue on Changshui Street of the Economic Development Zone, and Majiabang Interchange set up to communicate with Wanguo Road. Then the line goes north, crosses the class III waterway planned for the Beijing Hangzhou Ancient Canal Hangzhou Shenzhou Line, and enters Xiuzhou District to intersect with Zhongshan West Road, Xiuzhou is set up for communication, and then the route crosses Xinchengtang and Dongsheng West Road and continues northward. Xiuhu is set up for communication with the planned National Highway 524 on the east side of Xincheng Town. Xincheng service area is set up for about 1.2 kilometers northward. After crossing Shenjiahu Expressway near Dongganglang, Wangjiangjing Town, Guanyinqiao Junction is set up, the route crosses Hujiashen planned class III waterway, and then Wangjiangjing parking area is set up near Cao'antou using the original provincial toll station, The route continues northward at Beichengbang, crossing the western border port to the junction of Zhejiang and Jiangsu, and continues to connect with the Jiangsu section of the Changtai Expressway, with a terminal stake of K53+828.783.
