On July 31, 2023, the completion acceptance meeting of Liyuan Hydropower Station in the middle reaches of Jinsha River was successfully held in Kunming, marking that Liyuan Hydropower Station will become the first hydropower station of Huadian Corporation to pass the completion acceptance of the project, the first hydropower station of the same type in Yunnan Province to pass the completion acceptance, and the first large-scale hydropower station on the main stream of Jinsha River to pass the completion acceptance of the project.

The completion acceptance of the project was presided over by the General Institute of Hydropower and Water Resources Planning and Design, and the Jinsha River Liyuan Hydropower Station Project Completion Acceptance Committee was composed of 20 member units and departments, including the Energy Bureau of Yunnan Province, the Lijiang Municipal Government, the Dêqên Tibetan Autonomous Prefecture Government, China Huadian Corporation, the Yunnan Regulatory Office of the National Energy Administration, the Natural Resources Department of Yunnan Province, Yunnan Power Grid Corporation and shareholders, According to the relevant work requirements of the National Energy Administration and the Provincial Energy Administration.

To prepare for acceptance, on March 23, 2023, the General Institute of Water and Electricity reviewed the completion acceptance conditions of the project through a video conference.

From July 27th to 30th, the acceptance expert group conducted on-site inspection and technical pre acceptance work at Liyuan Hydropower Station.

After examination and approval by the acceptance committee, it is unanimously agreed that the Liyuan Hydropower Station on the Jinsha River has been completed according to the approved design scheme and scale, the main buildings, electromechanical and metal structure equipment operate normally, the project has achieved power generation, flood control and other functions, and the project has successfully completed the pivotal project, construction land acquisition and resettlement, environmental protection, water and soil conservation, fire protection, labor safety and industrial health, project final accounts 8 special inspections, including engineering archives, meet the conditions for project completion acceptance.

Liyuan Hydropower Station is the third stage power station of "one reservoir and eight levels" planned in the Hydropower Planning Report of the Middle Reach of Jinsha River approved by the State Council( Ι) Type I hydropower station is one of the key projects planned during the 11th Five Year Plan period of the country, and also one of the backbone power sources for the national "West East Power Transmission" and "Cloud Power Transmission to Guangdong". The project started construction in May 2008 and was fully put into operation for power generation in August 2016. The approved estimated total investment is 19.5 billion yuan, and the executed estimated savings exceed 10%. The economic indicators are excellent.

The design concept of Liyuan Hydropower Station is advanced and the technology innovation is strong. Many design achievements have won provincial and ministerial science and technology progress awards. The first panel rockfill dam on the main stream of Jinsha River has been successfully built. It has successively won the National Quality Engineering Award, China Civil Engineering Zhan Tianyou Award, China Power Quality Engineering Award, and the national first-class enterprise meeting the safety production standards.

Since the impoundment of the dam, it has experienced dozens of earthquakes and the test of Baige Barrier Lake in the upper reaches of Jinsha River in 2018. The seepage flow of the dam is less than 10L/s, far lower than the design value of 117.5L/s. The anti-seepage effect is evaluated as the best in similar projects at home and abroad.

As of July 30, 2023, the power plant has been operating safely for 3144 consecutive days, generating a total of 77.6 billion kilowatt hours of electricity, contributing actively to promoting the country's achievement of the "dual carbon" goal and energy supply guarantee.Editor/Ma Xue
