On July 31, 2023, Qinhuangdao Beidaihe New Area Management Committee and China Suntien Green Energy Co., Ltd. of Hebei Construction Investment Group signed an investment cooperation agreement on offshore wind power photovoltaic projects with a total investment of 17.4 billion yuan, and will build offshore wind power photovoltaic projects in Beidaihe New Area.

In recent years, Hebei Construction Investment and Xintian Green Energy have continuously increased their investment, and have successively signed contracts and put into operation a number of major projects in Qin. The offshore wind and photovoltaic project in Beidaihe New Area is another major choice for Hebei Construction Investment Corporation and Xintian Green Energy to seize opportunities and invest and prosper. The successful signing of the project is a practical action to implement the "dual carbon" strategy, serve to ensure national energy security, and implement the "development towards the sea and striving for strength towards the sea" policy of the provincial party committee and government. It is also a new starting point for promoting the development of Qinhuangdao's offshore new energy industry and will definitely inject strong momentum into the development of Beidaihe New Area.
