In the context of carbon neutrality, hydrogen energy is developing rapidly as one of the ideal clean energy sources. State Administration for Market Regulation August 8 news, recently, the National Standards Commission, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Emergency Management, the National Energy Administration six departments jointly issued the "Hydrogen Energy industry standard System construction Guide (2023 version)" (hereinafter referred to as the "Guide"). This is the first national level hydrogen energy industry chain standard system construction guide.
The guidelines point out that by 2025, a standard system supporting the development of the whole chain of hydrogen energy production, storage, transport and use will be basically established, and more than 30 national and industry standards for hydrogen energy will be revised. Focus on accelerating the revision of hydrogen quality testing, hydrogen safety, renewable energy hydroelectricity hydrogen production, high pressure hydrogen storage containers, vehicle hydrogen storage bottles, hydrogen liquefaction equipment, liquid hydrogen containers, hydrogen energy pipelines, hydrogen stations, filling agreements, fuel cells, fuel cell vehicles and other aspects of the standard, to open up the hydrogen energy industry chain upstream and downstream key links. Encourage all parties involved in the formulation of standards, support qualified social organizations to formulate and publish corporate standards, and increase the effective supply of standards. At the same time, it deeply participates in the international standardization work of ISO and IEC, actively puts forward proposals for international standards in the field of hydrogen energy, and gradually improves the influence of China's international standardization of hydrogen energy.
The "Guide" system establishes a standard system for the whole industrial chain of hydrogen energy production, storage, transport and use, covering five sub-systems, including basic and safety, hydrogen preparation, hydrogen storage and transport, hydrogen filling, and hydrogen energy application, which are further decomposed according to technology, equipment, system, safety, and testing, forming 20 second-level sub-systems and 69 third-level sub-systems.
The "Guide" put forward the focus of the revision of the standard system
In terms of basic and safety, it mainly includes basic common standards such as terminology, graphic symbols, hydrogen energy comprehensive evaluation, hydrogen quality, and universal parts, as well as hydrogen safety basic requirements, hydrogen materials, hydrogen sealing, safety risk assessment, safety protection, monitoring and early warning, emergency treatment and other common hydrogen safety standards, which are the basic support for hydrogen energy supply and hydrogen energy application standards.
In terms of hydrogen preparation, it mainly includes the standards of hydrogen separation and purification, hydrogen production by water electrolysis, hydrogen production by photolytic water, etc., and promotes the preparation and revision of relevant standards for green and low hydrocarbon sources.
In terms of hydrogen storage and transportation, it mainly includes basic requirements for hydrogen storage and transportation such as hydrogen compression, hydrogen liquefaction, hydrogen and natural gas mixing, solid hydrogen storage materials, and standards for hydrogen storage and transportation equipment such as containers, gas cylinders, pipelines, and hydrogen storage and transportation systems, and promotes the formulation and revision of relevant standards for safe and efficient hydrogen storage and transportation.
In terms of hydrogen filling, it mainly includes the standards of hydrogen refueling station equipment, systems, operation and safety management, and promotes the revision of relevant standards for the safe, reliable and efficient development of hydrogen refueling stations.
In the application of hydrogen energy, mainly including fuel cells, hydrogen internal combustion engines, hydrogen boilers, hydrogen gas turbines and other hydrogen energy conversion and utilization equipment and components, as well as transportation, energy storage, power generation and nuclear industry applications of hydrogen energy standards, promote the hydrogen energy related new technologies, new processes, new methods, safety related standards.
