On August 29, 2023, at the 2023 annual meeting of the China Council for International Cooperation on Environment and Development, the theme forum of jointly building a green silk road to support global South-South cooperation was held. Chinese and foreign guests exchanged ideas on the practice of jointly building a green silk road to support South-South cooperation, and discussed the innovation of green and low-carbon cooperation and investment and financing mechanisms.

In recent years, China has actively demonstrated its responsibility as a major country, and carried out South South cooperation on climate change with countries along the the Belt and Road, in particular strengthening cooperation in green infrastructure, green energy, green finance and other fields, and improving multilateral cooperation platforms such as the the Belt and Road International Alliance for Green Development. Green development has yielded fruitful results.

Zhao Yingmin, Vice Minister of the Ministry of Ecology and Environment and Secretary General of the National Cooperation Council, said in his speech that this year marks the 10th anniversary of the initiative of jointly building the the Belt and Road. Over the past 10 years, more than 150 countries and more than 30 international organizations have participated in the international cooperation of jointly building the the Belt and Road. The principles of consultation, joint construction and sharing have been widely practiced. The concepts of openness, green and integrity have been deeply rooted in the hearts of the people, and the goals of high standards, people's well-being and sustainable development are being implemented.

The the Belt and Road Initiative originated in China, but the opportunities and achievements of sustainable development belong to the world. Zhao Yingmin believes that in the face of the difficulties and challenges faced by the current sustainable development cause, green development will bring hope for sustainable growth of the world economy, and provide new impetus for promoting the implementation of sustainable development goals back on track and accelerating progress.

Eric Salheim, member of the National Cooperation Council, vice president of the International Alliance for Green Development along the the Belt and Road, and senior adviser of the World Resources Institute, said that in the past 10 years, the the Belt and Road Initiative has made amazing achievements, helping developing countries make great progress in infrastructure and other connectivity, which is why more than 150 countries have participated in the the Belt and Road Initiative.

Ana Toni, Secretary General for Climate Change of the Ministry of Environment and Climate Change of Brazil, said that the the Belt and Road Initiative has provided a good model for global South South cooperation.

As a representative of enterprises, Huang Haiqing, member of the National Cooperation Council and executive director and chairman of the board of directors of China Everbright Environment Co., Ltd., said that in the past 10 years, China has worked together with the countries building the the Belt and Road to promote the connotation and practice of green development of the the Belt and Road more rich and pragmatic. Giving full play to the main role of enterprises is of great significance to the realization of the beautiful vision of the the Belt and Road Initiative.

At this forum, the special policy research report on the innovative mechanism of the the Belt and Road to boost the sustainable development process was officially released. The report recommends providing financial support for green projects under the framework of the the Belt and Road Initiative; Collaborate with host countries, multilateral development banks, and Western countries to fund renewable energy projects; Explore innovative country specific investment and financing mechanisms, especially in the project preparation stage, to help low-income countries along the the Belt and Road overcome financing obstacles.
