Recently, the Brazilian government released a three-year Hydrogen work Plan, aiming to produce 350 million tons of green hydrogen per year through offshore wind. This presents opportunities for offshore wind developers around the world.
Brazil is one of the world's most promising markets for offshore wind power, with a coastline of about 7,400 kilometers and excellent wind resources. According to World Bank estimates, Brazil can develop 480GW of stationary offshore wind capacity and 748GW of floating offshore wind capacity.

The excellent resource endowment is also sought after by offshore wind developers around the world, including Total, Equinor, Shell, BlueFloat, Qair and other developers submitted a total of 74 project applications with a total capacity of 183GW.
However, Brazil has not yet built a single offshore wind farm, mainly because the Brazilian government still does not have a clear regulatory framework for offshore wind, and all project applications are currently on the shelf.
There are also concerns about whether Brazil really needs offshore wind. The past few years have been very heavy rainfall, and the Brazilian electricity market as a whole is oversupplied by hydropower, and the construction of a large number of photovoltaic power plants has exacerbated this imbalance.

The "three-year Hydrogen energy work Plan" provides a good channel for offshore wind power consumption, and the Brazilian government also plans to launch a set of offshore wind regulatory framework by the end of this year, and project approval will be based on evidence.
Generally, countries develop offshore wind power first, and then consider hydrogen production. Brazil this time through the planning of hydrogen energy, reverse boost the development of offshore wind power.
