On September 21, 2023, the largest wind power project put into operation in the Sichuan Chongqing region since the 14th Five Year Plan period - the Yalong River Laba Mountain Wind Power Project - was officially put into operation for power generation. This project became the first wind power project to commence construction and be completed and put into operation in the Yalong River Basin clean energy base since the 14th Five Year Plan period.

The Laba Mountain Wind Farm is located in Dechang County, Liangshan Prefecture, Sichuan Province. It is distributed in the north, middle, and west sides of the main ridge of Laba Mountain, with an altitude of 2154 meters to 3229 meters. It belongs to a high-altitude mountain wind farm. The total installed capacity of the project is 258000 kilowatts, with a total investment of over 1.92 billion yuan. The average annual power generation is about 680 million kilowatt hours, which can meet the annual electricity consumption of about 310000 households in Sichuan. The clean electricity generated each year is equivalent to saving about 200000 tons of standard coal and reducing about 560000 tons of carbon dioxide emissions. China Power Construction Chengdu Survey and Design Institute is responsible for the entire process of planning, design, procurement, construction, and general contracting construction of the project.

The Laba Mountain project relies on its own major research achievements in the construction of high-altitude scenery, and carries out joint technical research to address difficulties such as short lifting construction window periods in high wind seasons. It achieves accurate and reliable prediction of construction window periods, guides the lifting construction of wind turbines, effectively improves the lifting construction efficiency and safety management level of high-altitude mountain wind power projects, and promotes the creation of benchmark demonstration wind power projects.

He Yanfeng, General Manager of Chengdu Survey, Design and Research Institute of China Power Construction Corporation, stated that the institute is deeply involved in the construction of clean energy in the Yalong River Basin, investing in the development of the first wind power project in the region and also in Sichuan. By 2023, the world's largest and highest elevation water solar complementary power plant - Kela Phase I Photovoltaic Power Plant - will be built, and the world's largest hybrid pumped storage project - Lianghekou Hybrid Storage Power Plant - is currently under construction The largest new energy project with installed capacity in Sichuan, the Zhala Mountain Photovoltaic Power Station, has orderly promoted a large number of clean and renewable energy projects such as the Mengdigou and Yagen first level hydropower stations.

The production and power generation of the Laba Mountain wind power project plays a positive role in accelerating the construction of an integrated water and wind power base in the Yalong River region, helping to build a new energy system with multiple complementary energy sources, and achieving the "dual carbon" goal.
