On October 28, 2023, a reporter from Jiandao Network learned from Liaoning Provincial Government Network that the mobilization meeting for the commencement of the Dalian Jinzhou Bay International Airport project in Liaoning Province was held in Dalian. Hao Peng, Secretary of the Liaoning Provincial Party Committee and Director of the Standing Committee of the Liaoning Provincial People's Congress, announced the start of the project. The current project is expected to be completed in the second half of 2027 and put into use in the first half of 2028.

This project is one of the 102 major construction projects in the national "14th Five Year Plan" and one of the major projects for coordinated development and safety in Liaoning Province. It is the first offshore "artificial island" airport in China, with a land area of 20 square kilometers. According to the operating level 4F standard, it is planned to construct four runways and a 900000 square meter terminal building.
The project is divided into two phases of construction. In this phase, two long-distance parallel runways with a length of 3600 meters and 3400 meters, as well as a T1 terminal with an area of 500000 square meters, are planned to be constructed, which can meet the annual passenger throughput of 43 million people, 550000 tons of cargo and mail, and 330000 flights for takeoff and landing. The long-term engineering plan is to expand two runways and a 400000 square meter terminal building, which can meet the annual passenger throughput of 80 million people, 1.5 million tons of cargo and mail, and 540000 flights. The terminal design of Dalian Jinzhou Bay International Airport adopts an innovative two-stage radiating configuration, with the central main building connected to six waiting corridors and a compact layout of 77 near stands. The open harbor allows for two-way aircraft entry and exit, resulting in efficient operation.

The airport has a comprehensive transportation center of 50000 square meters, which efficiently connects landside transportation modes such as subways, taxis, buses, private cars, and ride hailing services. After completion, it will achieve a "three port linkage" with Dalian North Station and Dalian Bay Passenger Station, forming an interconnected and shared comprehensive three-dimensional transportation hub network system integrating sea, land, air, and rail.
