On October 30, 2023, the signing ceremony of the Alashan Ulanbu and 3.5 million kilowatt three-dimensional wind and solar hydrogen desertification control integrated demonstration project for aviation fuel production was held in the high-tech zone. The signing of this project will provide strong support for promoting the industrialization of the Alashan three-dimensional ecological photovoltaic sand control project in the Yellow River, known as the "several bends".

The Alxa Ulan Bu and 3.5 million kilowatt three-dimensional wind and solar hydrogen desertification control integrated demonstration project for aviation fuel production has a total investment of 25.433 billion yuan. It aims to build a zero carbon industrial base for integrated development of desertification prevention and new energy, and implement the Yili Alxa Base's 1 million mu lockdown forest belt, 3.5GW three-dimensional ecological wind and solar hydrogen desertification control, and 300000 tons of sustainable aviation fuel (SAF) project.

This project aims to construct a centralized wind power photovoltaic system of 3.5 million kilowatts, 525MW/1050MWh electrochemical energy storage, 390000 standard cubic meters/hour electrolytic water hydrogen production device, 780000 standard cubic meters of hydrogen storage facilities, 300000 tons of aviation fuel, an integrated intelligent control system, and supporting infrastructure. The project construction period is from March 2024 to July 2025. After completion, the annual revenue can be increased by 5.8 billion yuan.

The planned project will follow an innovative low-carbon development model and build a 3.5GW wind and solar power plant with an average annual power generation of 6.45 billion kWh. Among them, 4.196 billion kilowatt hours will be used for hydrogen production, producing 75000 tons of hydrogen annually, and 962 million kilowatt hours will produce 800000 tons of green steam. In addition, the project will also utilize the coupling of green hydrogen and 700000 tons of synthetic gas from salix gasification to produce green aviation fuel, and build the world's first and largest SAF green aviation fuel production base with an annual output of 300000 tons.
