On the morning of November 28, 2023, the construction of the new Luohe Wuyang Expressway on Henan Provincial Highway 510 officially began. Luohe City Mayor Huang Fang attended the groundbreaking ceremony.

At the ceremony, Huang Fang announced the start of the project. Vice Mayor Wu Yupei delivered a speech on behalf of the municipal government, demanding that all participating units and counties firmly establish the concept of "one game of chess", strictly follow the established timeline, strengthen cooperation, and make every effort to ensure the smooth progress of the project. The responsible person of the Municipal Transportation Bureau introduced the basic situation of the project, and the main responsible persons and project construction unit leaders of Wuyang County, Yuanhui District, and Xicheng District made speeches respectively.

It is understood that the starting point of the new construction project of Provincial Highway 510 Luohe to Wuyang Expressway is located on the west side of the Yinli sand bridge in Zhangzhuang Village, Zhao Town, Yinyang District, Xicheng District, and the end point is at the intersection of Zhangji Village in Wenfeng Township, Wuyang County and G240 Baotai Line. The construction mileage is 31.35 kilometers, and the estimated total investment of the project is about 1.47 billion yuan, with a planned construction period of 24 months. This project is an important component of the development strategy of "Luohe Dance Integration" and "City Area Integration" in Luohe City. After completion, it is of great significance to further expand the urban framework, develop the economy along the line, strengthen regional connectivity, drive the economic development of the northern region of Wuyang, and revitalize the towns and villages along the line.
