In order to promote the construction of new power and energy systems, promote clean and low-carbon energy transformation, and help achieve the "dual carbon" goals, China launched the construction of the first national offshore wind power research and testing base in Fujian on December 1, 2023, and plans to complete and put it into operation in 2024.

The offshore wind power testing base that has started construction this time is an important component of the National Key Laboratory for Renewable Energy Grid Connection, including two parts: the onshore testing center and the experimental wind farm. The experimental wind farm plans to construct 6 onshore testing sites and 20-40 offshore testing sites. The first batch of 20 offshore testing sites will be located in the offshore area of Changle, Fujian. After completion, it will fill the gap in China's lack of high-power full-size ground testing platforms, further enhancing the research and testing verification capabilities of China's offshore wind power equipment.

It is reported that the offshore wind power testing base integrates simulation analysis, operational testing, characteristic evaluation, and technical research and development functions. It can carry out empirical research on large capacity offshore wind turbine equipment, grid friendly wind power grid connection technology research, and other international cutting-edge technology research in multiple fields. By tackling key core technologies of offshore wind power, it will effectively enhance China's basic research and testing capabilities in offshore wind power. At the same time, after the completion of the base, it will promote the upgrading of the offshore wind power industry, promote the formation of a complete industrial ecosystem, and drive the upgrading of the industrial foundation and modernization of the industrial chain.

The project is jointly invested and constructed by State Grid, Huadian Group, and Electric Power Construction Group. After completion, it will have the detection and testing capabilities for the world's largest capacity wind turbine and the longest size wind turbine blades, providing strong support for the research and development of China's offshore wind power equipment and the theoretical research of offshore wind power grid connection, promoting the high-quality development of the offshore wind power industry, and providing strong support for the construction of new power systems.
