The implementation scope of Hainan Free Trade Port is the entire island of Hainan Island. By 2025, a free trade port policy system focusing on trade freedom and investment convenience will be initially established. By 2035, it will become a new highland of China ’s open economy. In the middle of the century, a high-level free trade port with strong international influence was built.

On April 13, 2018, Xi Jinping solemnly announced the establishment of the Hainan Free Trade Port at the conference celebrating the 30th anniversary of the establishment of the Hainan Provincial Office Special Economic Zone. The National Development and Reform Commission released the "Implementation Plan for the Construction of an International Tourism Consumption Center in Hainan Province" at the end of 2018, proposing that by 2025, Hainan will basically build an international tourism consumption center, and by 2035, it will become a tourism destination with global influence.
