On June 2, 2020, China Communications Construction issued an announcement that Unit 1 of the Hasyan Clean Coal-fired Power Plant Project in Dubai, UAE, was successfully connected to the grid once. This is the first clean coal-fired power plant in the Middle East. It is constructed by China Harbour, EPC general contracting of the Second Aviation Academy, and the First Aviation Administration is responsible for hydraulic engineering construction.

The construction contents of hydraulic engineering include coal wharf, ash wharf, water intake and drainage pipelines, breakwaters and revetments, and single building construction. The project uses a deep-sea water intake and drainage system with a total length of 8.2 kilometers and the furthest installation location is 4.5 kilometers from the shore. It is currently the world's largest subsea circulating water pipeline with the largest diameter and the longest installation line. Since the resumption of work in 2020, the project team has successfully completed three major nodes including offshore pipeline backfilling, pipeline circulating water trial operation, and No. 1 unit grid-connected power generation, laying a solid foundation for subsequent construction.

The coal-fired power plant project is composed of 4 ultra-supercritical units with a total installed capacity of 2,400 MW, and has the ability to completely burn coal or natural gas as a backup fuel. The project is planned to be put into commercial operation in 2023. After the project is put into operation, it will provide Dubai with 20% of electric energy and provide power guarantee for the Dubai World Expo.
