On July 8, the official website of the National Development and Reform Commission issued a reply on the adjustment of the planning plan for the second phase of urban rail transit in Fuzhou. The reply pointed out that in order to better adapt to the rapid development of Fuzhou City and optimize the spatial layout needs, improve public transportation infrastructure, and better serve the public travel, in principle agreed to the "Fuzhou City Rail Transit Construction Phase II Planning (2015-2021) 》The plan is adjusted appropriately.

Main adjustments

Optimizing and adjusting the project plan of Line 2 East Extension Line and Line 6 East Extension Line

Line 2 project extends east from Gushan Station to Maweigang Station. The line is extended by 16.88 kilometers. Underground laying is adopted. The total investment of the extended line is 12.706 billion yuan and the construction period is 4 years.

Line 6 Project Wanshou Station to Fuzhou Changle Airport Section was adjusted to Wanshou Station via Binhai New Area CBD to International School Station. The length of the adjusted section is 5.29 kilometers. It uses underground laying. The total investment is 4.128 billion yuan and the construction period is 5 years.

After the planning adjustment, the implementation period was postponed to 2024. Except for the above adjustments, the remaining planning plans will still be implemented in accordance with the original approval requirements of the Plan.

The proportion of project capital shall not be less than 40%, which shall be settled by the financial funds of Fuzhou City and relevant districts. The funds other than capital shall be settled by bank loans and other financing methods.

Fuzhou City Rail Transit Phase II Construction Plan (2015-2021)

On December 31, 2015, the National Development and Reform Commission formally approved the "Fuzhou City Rail Transit Phase II Construction Plan (2015-2021)" and agreed to the Fuzhou City Rail Transit Phase II Construction Plan. From 2016 to 2021, Fuzhou will build the first phase of rail transit line 4, phase 1 of line 5 and line 6, with a total mileage of 89.3 kilometers and a total investment of 65.44 billion yuan.

According to Fuzhou’s urban master plan and comprehensive transportation plan, Fuzhou’s urban rail transit network consists of 9 lines, with a total length of about 338.1 kilometers, and 215 stations, including 26 transfer stations. It is planned that by 2021, Fuzhou will form a rail transit network with 5 operating lines and a total length of 147.5 kilometers, and strive to reach 30% of public transit travel by citizens.

Recent construction plan From 2015 to 2021, the first phase of Line 4 and the first phase of Line 5 and Line 6 will be built, with a total length of 89.3 kilometers. By 2021, a rail transit network with 5 operating lines and a total length of 147.5 kilometers will be formed.

The first-phase project of Line 4 runs from Hongtang Road to Luozhou Town Station. The line is 24.2 kilometers long and has 21 stations with an investment of 18.436 billion yuan. The planned construction period is 2017-2021.

The first-phase project of Line 5 runs from Pujue Temple to Fuzhou South Railway Station. The line is 24.6 kilometers long and has 20 stations with an investment of 19.288 billion yuan. The planned construction period is 2016-2020.

Line 6 project runs from the Convention and Exhibition Center to Changle Airport Station. The line is 40.5 kilometers long and has 20 stations. The investment is 27.716 billion yuan. The planned construction period is 2015 to 2019.

Capital Arrangement The total investment of recent construction projects is 65.44 billion yuan, of which the capital accounted for 40%, totaling 26.176 billion yuan, which will be solved by Fuzhou’s financial funds.
