The total length of the highway from Ruili to Menglian in Yunnan Province is 512.567 kilometers. This tender is a new section, 325.742 kilometers long (144.686 kilometers long from Huyu Hub in the southwest of Mang City to Zhenkangxi Interchange, and 181.056 kilometers long from Mengsa Interchange in Gengma County to the north of Langle Village in Menglian County). The entire line adopts two-way four-lane highway standards, the design speed is 80 km/h, the width of the integral subgrade is 25.5 meters, and the single width of the separated subgrade is 12.75 meters. The whole line has Huyu, Nanxiangzhang, Fapa, Mangshibei, Xiangda, Pingda, Mengnuo, Mengpeng, Mengdui, Zhenkangxi, Mengsa, Gengmabei, Gengmanan, Mengshan, Cang There are 21 interchanges at Yuan Airport, Yonggai, Xuelin, Banqing, Ximeng, Jingmao and Langle. The estimated investment approved for the project is 63,937,737,800 yuan. The investment control target of this project is to reduce the construction and installation engineering cost by 8% according to the approved preliminary design estimate and adjust the loan interest during the construction period to 5,941,438,94 million.

The content of this purchase is the social capital of the PPP project of Ruili-Menglian Expressway in Yunnan Province. The social capital purchased is various state-owned enterprises, private enterprises, foreign-invested enterprises, mixed-ownership enterprises, and other investment and business entities that have established a modern enterprise system. This project is operated in accordance with a quasi-operating project using PPP mode. The project cooperation period is 34 years, of which the construction period is 4 years and the operation period is 30 years.
