On September 2, 2020, Premier Li Keqiang of the State Council presided over an executive meeting of the State Council. The meeting approved the Hainan Changjiang Nuclear Power Phase II project and Zhejiang San'ao Nuclear Power Phase I project.

The meeting pointed out that actively and steadily promoting the construction of nuclear power projects is an important measure to expand effective investment, enhance energy support, and reduce greenhouse gas emissions. The meeting approved the Hainan Changjiang Nuclear Power Phase II project, which has been listed in the national plan, has the construction conditions, and adopts the "Hualong No. 1" third-generation nuclear power technology, and the Zhejiang Sanao Nuclear Power Phase I project, which is invested by private capital for the first time. The total effective investment of the two projects exceeds 70 billion yuan, which will drive a large number of jobs.

Hainan Changjiang Nuclear Power Phase II Project

The Hainan Changjiang Nuclear Power Project is located in Tangxing Village, Haiwei Town, Changjiang Li Autonomous County, Hainan Province. The project owner is Huaneng Hainan Changjiang Nuclear Power Co., Ltd., jointly funded by China National Nuclear Corporation and China Huaneng Group. A total of 4 nuclear power generating units are planned for the project, which is planned once and constructed in phases.

The total planned investment of the project is 39.45 billion yuan. Unit 3 is scheduled to pour the nuclear island's first concrete in August 2020 and will be completed in 2025; Unit 4 is scheduled to pour the nuclear island's first concrete in May 2021 and will be completed in 2026.

Units 1 and 2 with an investment of 24.9 billion yuan in the first phase of the project have been put into commercial operation on December 25, 2015 and August 12, 2016, respectively. The second phase of the project plans to continue construction of Units 3 and 4 at the same site next to Units 1 and 2.

Zhejiang San'ao Nuclear Power Phase I Project

The first phase of China Guangdong Nuclear Power's Zhejiang San'ao Nuclear Power Plant is located in San'ao Village, Xiaguan Town, Cangnan County, Wenzhou City, Zhejiang Province. It is planned to build two "Hualong No. 1" nuclear power units and supporting facilities with fusion technology. The site selection of the project is compatible with the current local master plan, water resource utilization plan, coastal marine environmental function zoning and marine function zoning.

Zhejiang San'ao Nuclear Power Plant is the first time private capital has invested in a civilian nuclear power project. The first phase of the project plans to build two "Hualong No. 1" fusion technology nuclear power units and supporting facilities, with a total investment of about 39.3 billion yuan. CGN Cangnan Nuclear Power Co., Ltd. is responsible for the development, construction and operation of Zhejiang San'ao Nuclear Power Project. Editor/Huang Lijun
