On September 22, the Hainan Development and Reform Commission announced the "Fourteenth Five-Year Plan" to promote the comprehensive deepening of Hainan's reform and opening up and the construction of a free trade port in the Central Budget Investment Reserve Project List (Recommended Draft).

According to the list, there are 183 reserve projects with a total investment of about 729.2 billion yuan, covering four major sectors: ecological environment protection, major risk prevention and control, leading industry cultivation, and infrastructure upgrade. Among them, the Haicheng Wending Intercity Railway, the Greater Sanya Intercity Railway, the Hainan Tian-shaped high-speed rail construction, and the G360 Wenchang-Lingao Highway are also listed.

According to the plan, the Tianzi-shaped high-speed rail has an estimated investment of 73.9 billion yuan, and a pre-feasibility study is being carried out. It is planned to start construction in December 2023.

The planned mid-line high-speed rail line starts at Haikou Station, passes through Ding'an, Tunchang, Qiongzhong, Wuzhishan, Baoting to the south, and ends at Sanya High-speed Railway Station. The total length of the line is 225 kilometers, the bridge-tunnel ratio is about 67%, and 7 stations are distributed. Adopt the dual-line passenger dedicated line with a speed of 350 kilometers per hour.

The horizontal high-speed rail is planned to be led from the Baimajing Station of the round-island high-speed railway, and connected eastward via Danzhou to Qionghai City in the east section of the round-the-island high-speed railway. The total length of the line is about 153 kilometers. The design adopts the dual-line speed of 350 kilometers per hour.

The Haikou-Dongfang section of the existing Xihuan-Pu-speed railway is planned to undergo dual-track electrification and tourism transformation, with a total length of 200 kilometers.

The total length of the Haicheng Wending intercity railway project is 142.6 kilometers, and the design speed is 120km/h. Line 1 runs from east to west, starting from the east side of Macun Port in Chengmai County in the west, to the main coastal area and passing through the east of the Yangtze River. The new district and Meilan Airport stop at Puqian Town, Wenchang City; Line 2 runs north-south, starting from Haikou Xinbu Island in the north, the main coastal Dian Island passes through the urban area of Haikou, and ends at Dingcheng Town, Ding'an County.

The Greater Sanya Intercity Railway consists of 3 lines. The Sanya-Ledong Railway Public Transport Tourism Project of Line 1 has started construction; Line 2 starts at Sanya Station of the roundabout high-speed railway, passes through Sanya City to the east, and ends at Hainan Lingshui Li’an International Educational innovation pilot zone, with a line length of 93km and a design speed of 160km/h; Line 3 is a branch line of the new Sanya Airport, which starts at the Hongtangwan Station of the Xihuan-General Speed Railway and ends at the new airport terminal with a line length of 12km.

In addition, Sanya, Danzhou, and Dongfang will build new airports. The former is expected to start construction at the end of 2021. The estimated investment will be as high as 150 billion. After completion, it will be the second airport in Sanya.

In the future, after these projects are completed, Hainan’s road network system will be further optimized to drive and promote efficient economic development. Editor/He Yuting
