On November 2, 2020, the Dazhou City Development and Reform Commission issued the "Approval of the Proposal for the Municipal Infrastructure Construction Project of the Comprehensive Development Project of the "Two Cities and One Tier" City in Dazhou".

It is understood that the municipal infrastructure construction project of Dazhou Shuangcheng First-tier City Comprehensive Development Project has a total investment of about 56.6 billion yuan. The proposed site is Dachuan District and the construction period is 15 years.

The project includes the Air-Tie New City, Tingzi New City, and Jinhe Avenue projects. Among them, Kongtie New Town extends to Binlang Street in the north, Leiyinpu Mountain in the east, Shiban Street in the south, and Zhouhe in the west. The total planned area is about 37.5 square kilometers. It reaches Qingganliang in the south and Chenjialiang and Liujiayan in the west, with a planned total area of 31.9 square kilometers. The main construction content includes Jinhe Avenue (35 kilometers), land leveling, municipal infrastructure, public service supporting infrastructure, etc.

Air-Tie New City and Tingzi New City are located in the core area and key area of Qinba New Area planned by Dazhou City. They are the main carriers of Dazhou City’s southward expansion and eastward advancement. Dazhou New Airport, High-speed Rail Cross Terminal, Pan-American Dazhou Aviation Vocational Education City, Major projects such as the staff housing of Fangda Dagang Group are located within the two cities. In the future, the construction of this project is conducive to promoting the development and construction of Tingzi New City and Air-Tie New City, and is of great significance to driving the development of land along the line, building a strategic fulcrum for the Chongqing-Shuangcheng Economic Circle, and building a demonstration zone for Wanda Kaichuan-Chongqing integrated development.
