On November 3, 2020, the unveiling ceremony of Xi'an Construction Co., Ltd., a wholly-owned subsidiary of China Railway 11th Bureau Group, was held in Qinhan New City, Xixian New District.

At the unveiling ceremony, Yang Bing, executive director and general manager of China Railway Eleventh Bureau Group Xi’an Construction Co., Ltd., stated that he would start with the unveiling, centering on the strategic framework of China Railway Eleventh Bureau Group’s "Three-to-four-high-five" strategy and centering on the Qinhan New City. The development plan of "one axis, dual core, three belts and three districts" strives to cultivate new markets, raise new goals, forge new teams, present a new look, and contribute wisdom and strength to the sustainable and healthy development of local economy and society.

Wang Jianguo, deputy director of the Qinhan New City Management Committee, said in his speech that in recent years, Qinhan New City has adhered to the development of modern construction as an important strategic direction, focusing on green, energy-saving, efficient and environmentally friendly prefabricated buildings, and actively negotiated the introduction of headquarters-type construction enterprises. At present, the prefabricated construction industry gathering place with the largest scale, the highest technical level, the most concentrated enterprise distribution and the most complete product categories in the province has been built. It is hoped that China Railway 11th Bureau Xi'an Construction Co., Ltd. will strictly control the quality of the project, tighten the safety line of defense, and strive to build quality projects to promote the high-quality development of the new city.

It is understood that China Railway 11th Bureau Group Xi’an Construction Co., Ltd. was formerly known as the First Division and Second Regiment of the Chinese People’s Liberation Army Railway Corps. It was born in the war-torn Northeast battlefield in 1948. It was merged into the original Ministry of Railways in 1984 after the military reform. Restructured into a modern enterprise, it was listed as a whole with China Railway Construction Corporation Limited in 2008. The company has an annual construction capacity of more than 7 billion yuan and a total of 66 projects under construction in 22 provinces, municipalities and autonomous regions across the country. At the same time, the company has made major breakthroughs in construction technologies such as plateau frozen soil tunnels, high gas tunnels, deep-water steel cofferdams and bare rock blasting. It has participated in the construction of Nankun, Beijing-Kowloon, Wuhan-Guangzhou, Beijing-Shanghai, Libya, and Nigeria.
