On December 7, 2020, the Henan Provincial Transportation Development Group issued an announcement that the Hebi-Hui County Expressway project has launched a tender with a total investment of approximately 3.88 billion yuan.

The Hebi-Hui County Expressway Project starts near Gucheng Village on the northeast side of Qi County, Hebi City. It connects with the Beijing-Hong Kong-Macao Expressway and passes through Gaocun Town, Miaokou Township, Qiaomeng Township, Shibaotou Township, Wulong Township, and Linqi Towns, Xipingluo Township, and Nancun Towns, stop at the construction of the Xinjin Expressway block from Cunying to Yingpan project. The total length of the project is 61.213 kilometers, of which Hebi City is 20.4 kilometers, Anyang City is 20.1 kilometers, and Xinxiang City is 20.7 kilometers. The estimated total investment is 3.88 billion yuan. At present, the project has completed part of the civil engineering, base and sub-base. The remaining engineering content mainly includes the maintenance and reinforcement of the completed project, subsequent civil engineering, pavement engineering, housing construction, traffic electrical and mechanical engineering, traffic safety facility engineering, greening engineering and roadbed Drainage, protection and other works.

The technical standards approved for this project adopt the two-way four-lane expressway standard, with a design speed of 100 km/h, an integral subgrade width of 26 meters, and a single subgrade width of separated subgrades of 13 meters. The design load of the full-line bridge adopts highway-I level. Other technical indicators should comply with the "Highway Engineering Technical Standards" (JTGB01-2003).

The Hebi-Hui County Expressway Investor's bidding of cooperation units is divided into two bid sections, namely HHSG-1 bid section and HHSJ-1 bid section.
