Since 2012, China has successively established 8 key development and opening test zones in the border regions, including Dongxing in Guangxi, Mengla (Mohan) in Yunnan, Ruili in Yunnan, Erlianhot in Inner Mongolia, Manzhouli in Inner Mongolia, Suifenhe-Dongning in Heilongjiang, Pingxiang in Guangxi, and Baise in Guangxi.
Su Wei, deputy secretary-general of the National Development and Reform Commission, once stated that the construction of key border development and opening pilot zones is an important measure to accelerate border development and opening up, promote the construction of the "Belt and Road", and improve China's new pattern of comprehensive opening up. Over the years, various tasks in the construction of the pilot zone have been vigorously and orderly promoted, and the comprehensive economic strength of the pilot zone has been greatly improved. This has changed the long-term backward situation in the lower reaches of the province and has become a growth pole for the development of border areas.
The National Development and Reform Commission stated that the construction of the pilot zone is conducive to deepening comprehensive cooperation with neighboring countries, accelerating the construction of the core area of the Silk Road Economic Belt, and advancing the high-quality development of the “Belt and Road”; it is conducive to building an important international cooperation platform in Northwest China and promoting Agglomeration of factors of production strengthens the endogenous development momentum and forms a new economic growth pole in border areas; it is conducive to rejuvenating the border areas and accelerating the urbanization of border areas, increasing the city’s carrying capacity, and promoting stability and security; it is conducive to improving borders The living standards of people in regions and ethnic regions will further strengthen the sense of community of the Chinese nation and realize social stability and long-term stability in Xinjiang.
In 2016, the State Council issued the "Opinions on Several Policies and Measures to Support the Development and Opening up of Key Border Areas" and stated that the central government will provide appropriate subsidies to key development and opening up pilot areas within a certain period of time.
