China Construction has worked hard in Sri Lanka, fulfilling its social responsibilities, and promoting local economic and social development. On December 15, 2020, China State Construction signed a general contract for the construction of the 27+509km to 55+600km (27.7km long tunnel) project in the upper reaches of the Elkhele Canal in Sri Lanka.

The project is located in the north-central part of Sri Lanka. The main engineering content is a 27.7-kilometer tunnel. The total length of TBM hard rock tunneling is more than 20 kilometers, and the average tunnel diameter is about 7.6 meters. The project owner is Sri Lanka's Ministry of Irrigation (formerly known as Sri Lanka Mahaweli and Ministry of Environmental Development) , Project construction funds are provided by the Asian Development Bank.

This project is the first TBM hard rock construction tunnel project signed overseas by China State Construction Engineering Corporation. It is also an important part of the people's livelihood project in Sri Lanka's "South-to-North Water Diversion" project, laying a more solid foundation for the business development of China State Construction South Asia. After completion, it will greatly alleviate the problem of water resource allocation in the northern region of Sri Lanka, and meet the irrigation and domestic water needs of residents along the route.
