Recently, the Ministry of Construction of Vietnam issued the No. 12 document. The 2×620 MW unit project of Vietnam's Yongxin Coal-fired Power Plant Phase I led by the Guangdong Institute of China Energy Construction Planning and Design Group was awarded the “National Quality Construction Project Quality Award of Vietnam” "Guangdong Research Institute won the "National Quality Building Engineering Design Award".

The first phase of Yongxin is located in Binh Thuan Province, Vietnam. It is invested by China Southern Power Grid Co., Ltd., China Power International Co., Ltd. and Vietnam Coal and Electricity Co., Ltd. It is the first batch of landed projects under the Belt and Road Initiative and is also a five-year development plan for China-Vietnam economic and trade cooperation. The key capacity cooperation projects in the five-year plan for infrastructure cooperation. The Guangdong Institute has participated in the entire process from the preliminary site planning, unit technology selection, to the general contracting of the project.

In 2006, the Guangdong Institute was invited to Vietnam to carry out power plant planning and site selection, and proposed to build Vietnam's largest and most advanced energy base at the current Yongxin plant site, which was approved by the Vietnamese government.

On July 18, 2015, under the witness of the leaders of China and Vietnam, the first phase of the Yongxin project officially started, and the consortium of Guangdong Institute and Guangdong Thermal Power undertook the EPC construction work of the project.

In the process of project planning and construction, the Guangdong Institute always puts the friendship between the two countries first, aims to build the most advanced thermal power plant in Vietnam, and fully demonstrates the advantages, values and actions of technology-led full life cycle management services.

The first phase of Yongxin is the first supercritical W-flame boiler power plant in Vietnam that uses local anthracite coal, which is of far-reaching significance in driving the upgrade of Vietnam's power industry.

During the project design process, the Guangdong Research Institute carried out 64 special studies on design optimization of power plants based on the principle of "advanced, green and reliable". Most of the indicators such as standard coal consumption, comprehensive plant power consumption rate, and plant thermal efficiency were higher than contract requirements; 23 energy-saving and emission-reduction technologies have been adopted to minimize pollutant emissions and environmental impact. China's design level and technical standards have been highly recognized by Vietnam.

In the process of project construction, the EPC project department adheres to the concept of lean management to promote project construction, which reflects the requirements of "high-quality development". The main construction units are all powerful companies in China, and internationally renowned companies have been hired to supervise the manufacturing in the plant, ensuring that the power plant will exert its maximum value throughout its entire life cycle after its completion.

In order to eliminate the risk of marine environmental pollution and completely dispel the doubts of the local people, the project department abandoned marine abandonment of silt when choosing dredged materials, and chose a more costly reclamation plan. "The first phase of Yongxin is a project with responsibility and responsibility in environmental protection." The Ministry of Resources and Environment of Vietnam highly praised this.

Since the first phase of Yongxin project was put into production, it has always maintained safe, reliable, high-load and stable operation. The first contract annual power generation capacity reached 8.686 billion kWh, setting a record for Vietnam’s annual power generation capacity of the same type of unit. In the second contract year, affected by the epidemic, the power generation still reached 8.592 billion kWh, accounting for about 4% of Vietnam's total on-grid power. It provided important energy guarantees for the development of key economic zones in southern Vietnam, and was highly affirmed by the Vietnamese government.

The project adheres to the implementation of localized operation, promotes the development of local power and auxiliary industrial chains and other industries, solves local employment problems, drives local people out of poverty and becomes rich, and shares the project construction dividend. During the construction of the project, the EPC Project Department organized various skill trainings and trained a large number of power management personnel and technical backbones for the local area. The project investment and construction party has carried out social welfare undertakings in Vietnam such as helping people in need, donating school buildings and cultural rooms, and building roads to help local residents improve their living standards.

The project organization wrote the "Technical Glossary of Coal-fired Power Plants in Vietnam, Chinese and English", which filled the gap in the lack of professional technical reference books for coal-fired power in China-Vietnam power cooperation and promoted cultural exchanges between the two countries.

Here, Chinese power builders are casting Chinese brands with hard work, and interpreting the concepts of mutual consultation, co-construction and sharing of the Belt and Road Initiative with persistence. Just like the name of ‘Yongxin’, the quality of the project is always good, and the construction of the project is getting better every day.
