Recently, it has been learned from the Liaoning Provincial Expressway Construction Headquarters that Liaoning Province will start the expansion and reconstruction of the Suizhong to Panjin section of the Beijing-Harbin Expressway, Benxi to Huanren (Kuandian) and Lingyuan to Suizhong Expressway.

Three national highway network projects

The three national highway network projects have a total mileage of 629 kilometers and an estimated total investment of about 74.8 billion yuan.

Expansion and reconstruction of the Suizhong-Panjin section of the Jingha Expressway: The project is 230 kilometers long and passes through Huludao, Jinzhou and Panjin 3 cities and 9 counties (cities, districts). It is planned to adopt the original road expansion into an integrated 10-lane plan for expansion and reconstruction. The estimated total investment of the project is about 29.1 billion yuan, and the government will implement the debt repayment mode with government fees.

Lingyuan-Suizhong Expressway: The total length of the project is 176 kilometers, passing through 2 cities and 4 counties (cities, districts) in Chaoyang and Huludao. It is planned to adopt the two-way 4-lane expressway standard construction, with an estimated total investment of about 16.4 billion yuan, and adopt the government and social capital cooperation model (PPP) to implement.

Benxi to Huanren (Kuandian) Expressway: The project has a total length of 223 kilometers. It will simultaneously construct a branch line from Benxi County to Kuandian County, passing through Benxi, Dandong, 2 cities and 4 counties (cities, districts). It is planned to adopt the two-way 4-lane expressway standard construction, with an estimated total investment of about 29.3 billion yuan, and adopt the government and social capital cooperation model (PPP) implementation.

At present, the three projects have been included in the 14th Five-Year Plan for National Economic and Social Development and the 14th Five-Year Plan for Comprehensive Transportation Development, and are planned to be included in the 50 major projects of the Liaoning Provincial Government in 2021. It is a major project in the "14th Five-Year Plan" and a key task of the provincial government in 2021.
