Recently, the Lingang New Area released the "14th Five-Year Plan for Comprehensive Transportation in the Lingang New Area of China (Shanghai) Pilot Free Trade Zone", which has pointed out the direction for the transportation development of Lingang in the next five years. During the "14th Five-Year Plan" period, the Lingang New Area will vigorously promote the planning and construction of transportation infrastructure such as airports, seaports, railways, urban rail transit, high-speed roads, and comprehensive transportation hubs, so that the new area can be integrated into the Yangtze River Delta more quickly The transportation infrastructure network will build the new area into an important node city in the Yangtze River Delta.

External transportation: speed up the construction of the Lianggang Express Line, start the planning of Si Tuan Station

The externally efficient and unobstructed transportation system is mainly promoted through three aspects: rail transit and hub construction, connecting with regional backbone road networks, and optimizing and enhancing the functions of the port's collection and distribution system.

In terms of rail transit and hub construction, the new area will actively cooperate with the construction of the Shanghai Connect Phase II and the Shanghai-Zhahang Railway project, fully integrate into the national transportation corridor and the Yangtze River Delta high-speed rail network; accelerate the construction of the two-port express line and strengthen the Pudong hub Initiate research on the plan for direct access to rapid rail transit with the central city; start the planning and construction of the four groups of integrated transportation hubs, and strengthen the transfer and connection of urban rail transit, China Transport Volume and other public transportation systems.

According to the construction of the new area management committee, the construction of the two-port express line will start in 2021. After completion, the main urban area of the new area will reach the Pudong hub in 15 minutes.

Internal: Prioritize the development of public transportation

In terms of internal transportation, this is achieved by giving priority to the development of a multi-level public transportation system, building a fully functional road system, creating a high-quality slow transportation network, and improving the freight and distribution network system.

According to the Office of the Management Committee, public transportation is the priority transportation system for the new area. In this regard, the "Planning" pointed out that it should develop from the following five perspectives.

• Speed up the planning and construction of rail transit network and stations: improve the transportation capacity of rail transit line 16 and strengthen the transportation facilities of rail transit stations;

• Speeding up the construction of the transit system: planning and constructing transit lines T1, T2, and T6, with a total mileage of more than 50 kilometers;

• Improve the service capacity of conventional bus lines: the total number of conventional bus lines reaches 91, with a total mileage of 965 kilometers;

• Accelerate the construction of public transport hubs and stations: plan to build 10 public transport hubs and 2 parking lots;

• Actively improve auxiliary bus services such as shared shuttle buses: develop supplementary buses such as scheduled routes, feeder lines, and shared shuttle buses.

In terms of internal road traffic, the "Planning" proposes:

• Accelerate the construction of backbone roads and strengthen the rapid connection between groups: promote the construction of a number of major and minor roads such as Xinyuan South Road, X2 Road, Yunshui Road, Wanshui Road, Jiangshan Road, and Shanghai City Ring Road, with a total mileage of no less than 110 kilometers. ；
  

• Promote the construction of sub-branch roads in key areas and strengthen industrial support: high-standard construction of top scientist communities, 105 modern service industry open areas, 101 community municipal supporting roads, and encryption of the sub-branch network;

• Open up the broken road project in the area and eliminate the bottleneck of road nodes: focus on the implementation of broken roads such as Hongyin Road, Yuyu Road, Wanshui Road, Tiangao Road, D22 Road, Shanghai City Ring Road, Chuanpu Road, and Kaihui Road.

Traffic management: smart and green

The "Planning" pointed out that the traffic management services in the new area should be intelligent and convenient, which is mainly realized from four aspects: parking, smart transportation, green travel, and maintenance and management of transportation facilities.

Among them, in terms of parking, the overall formation of a static traffic pattern with the provision of parking lots (garage) as the mainstay, public parking lots (garage) as the supplement, and road parking lots as the supplement is proposed.

In terms of smart integration and development, the "Planning" proposes to build a smart parking information platform in a new area, and will also take the lead in researching the application of MaaS (Mobility as a Service) technology and building a leading domestic vehicle-road collaborative vehicle network.

In terms of green shared travel, it is proposed to actively promote the layout of electric vehicle charging facilities, realize the clean energy of all new buses in the new area, and appropriately deploy fuel cell vehicle terminal facilities in advance. Editor/He Yuting
