On February 22, 2021, the National Public Resources Trading Platform issued an announcement of winning the bid for the civil engineering construction of the Wangguan-Baihegou section of the S44 Kangxian-Lueyang Expressway. Gansu Luqiao Third Highway Engineering Co., Ltd. won the KLTJ1 bid for 1.1 billion; Zhejiang Jiaogong Road and Bridge Construction Co., Ltd. won the KLTJ2 bid for 390 million; Gansu Fifth Ring Road Engineering Co., Ltd. won the KLTJ3 bid for 420 million; Gansu Road and Bridge Construction Group Co., Ltd. won the KLTJ4 bid for 1.13 billion and won the KLTJ5 bid for 650 million. , China Metallurgical Communications Construction Group Co., Ltd. won the KLTJ6 tender for 500 million yuan.

S44 Kangxian to Lueyang Expressway Overview

The route from Wangguan to Baihegou section of the S44 Kangxian-Lueyang Expressway starts at Zhaizi Village, Wangguan Town, Kangxian County, Longnan City. The Zhaizi hub interchange is set up to connect with the built G8513 Pingliang-Mianyang National Expressway from Chengxian to Wudu. It ends at Baihegou (the boundary between Gansu and Shaanxi) in Kang County, Longnan City, with a total length of 41.831 kilometers.

The starting point of the Kangxian interchange connecting line is located in Zuojiazhuang Village, Wangba Town, Kang County, and the ending point is located in Zhongyuan Village, with a total length of 10.5 kilometers (including 6.466 kilometers of existing roads and 4.034 kilometers of new ones).

The main line of this project adopts two-way four-lane expressway technical standards, with a design speed of 80 km/h, an integral subgrade width of 25.5 meters, and a split subgrade width of 12.75 meters. The design of bridges and culverts adopts highway-I level as the vehicle load level.

The Kangxian interchange connecting line adopts the secondary road technical standard, with a design speed of 60 km/h and a roadbed width of 10.0 meters. The design grade of bridge and culvert vehicle load adopts highway-Ⅰ grade.

The bidding for the control project of the Heimaguan Tunnel (section K12+694~K18+062) of this project has been completed.

The construction bidding has a total of 6 bid sections, which mainly include the implementation, delivery, defect repair, environmental protection, water and soil conservation, and information construction of the corresponding projects within the scope of the project.

KLTJ1, KLTJ4 contract section, the construction period is 30 months, the planned start date is March 1, 2021, the planned delivery date is August 31, 2023, the defect liability period is 24 months, and the warranty period is five years; KLTJ2, KLTJ3, KLTJ5, KLTJ6 contract section, the construction period is 26 months, the planned start date is March 1, 2021, the planned delivery date is April 30, 2023, the defect liability period is 24 months, and the warranty period is 5 years.
