On February 22, 2021, Fujian Zhixin Tendering Co., Ltd. issued the "Regarding the pre-feasibility study of the Wen-Fu high-speed rail (Fujian section) of the Ningde Development and Reform Commission and the introduction of the Wen-Fu high-speed rail into the Ningde city general map planning research service procurement project "Transaction Announcement", China Railway Fourth Institute won the bid for the project with 1.339 million yuan.

The Fuwen High-speed Railway is a component of the "Eight Vertical and Eight Horizontal" Mid-Coastal High-speed Railways. It is connected to the Jianhangwen High-speed Railway in the north, reserved coastal high-speed rail, and connected to the Jian-Fuzhou-Xiamen High-speed Railway and Hefu High-speed Railway in the south. After the planned route is drawn from the Wenzhou area, it basically follows the existing Wen-Fu Railway corridor, passing through Ruian, Aojiang and Cangnan in Zhejiang Province, and Fuding and Ningde in Fujian Province to the Fuzhou hub.

Fuwen High Speed Rail Plan

The length of the line is 313.8km, including 106.5km in Zhejiang Province and 207.3km in Fujian Province. The main technical standards are railway grade: passenger dedicated line; number of main lines: double line; speed target value: 350km/h. The estimated total investment of the project is about 46 billion yuan, of which the Fujian section investment is about 31 billion yuan. In addition, according to the reply of Wenzhou Railway and Rail Transit Construction Management Center on January 12, the Yongtai-Wenfu High-speed Railway has been included in the "Higher Quality Integrated Development Plan for Transportation in the Yangtze River Delta", and the new version of the "Medium and Long-term Railway Network Planning" Has not been revised and released.

According to the spirit of the recent road-province talks, the Yong-Taiwan Wen-Fu high-speed rail will be implemented in stages. The National Railway Group supports the implementation of the Wen-Fu section in the 14th Five-Year Plan period and initiates the preliminary work; the Yong-Tai-Wen section will deepen the planning and research and carry out the preliminary work in due course.
