Cai Guanshen, Chairman of the CPPCC Standing Committee, Hong Kong Chinese Chamber of Commerce and Xinhua Group, said in an interview.

Founded in 1900, the Hong Kong Chinese Chamber of Commerce is one of the longest and largest chambers of Commerce in Hong Kong. At present, there are nearly 6000 members, including group members, business name members, individual members and joint members. In 1954, Cai Guanshen's father, Cai Jiyou, opened a fish stall in Hong Kong. Q: Hong Kong has been the intersection of East and West for more than a century. It is a real bridge. Under the current global economic and regional development pattern, how should Hongkong be positioned to facilitate the unprecedented synergy produced by the two major policies of the Great Bay area and the region?

A: Hong Kong's greatest advantage is that it is an international city and an international financial centre. Since the reform and opening up, Hong Kong has been the largest source of investment in the Mainland. More than 50% of foreign investment comes from Hong Kong, and about 60% of the capital goes through Hong Kong. Central leaders have said that Hong Kong is an irreplaceable two-way platform for "bringing in and going out", which is a very important position for Hong Kong.

What the country needs and the Director of Hong Kong is where Hong Kong is positioned. Hong Kong is an international financial centre, a trade centre, a shipping centre, an international aviation hub and an international centre of innovation and technology. In the modern service industry, Chuangke deals with intellectual property issues, and the intellectual property trade center is located in Hong Kong. Q: The promulgation of the Outline of the Development Planning for the Dawan District of Guangdong, Hong Kong and Macao means that the top-level design for the construction of the Dawan District has been completed, and the policies and rules of various parts of Guangdong, Hong Kong and Macao are also accelerating. As the chairman of the entrepreneurship alliance of Guangdong, Hong Kong and Macao, what expectations and suggestions do you have for the policy coordination of the construction of Dawan District from the perspective of enterprise groups? What are the most promising and promising areas for rapid advancement?

A: We think there are many business opportunities. The Great Bay Area of Guangdong, Hong Kong and Macao is no stranger to Hong Kong people. Since the reform and opening up, Hong Kong people have been the first to go to the Pearl River Delta with capital, talent and technology to start their own businesses. Hong Kong people and the Mainland have built world factories together.

Previously, many factories in the Pearl River Delta were extensive, with tens of millions of workers, mainly in manufacturing. Now Guangdong has put forward the idea of changing cages for birds, upgrading and transformation. If Hong Kong does not change again, there will be no chance. The publication of the Outline of Development Planning for the Great Bay Area of Guangdong, Hong Kong and Macao provides an opportunity for Hong Kong's further development. Hong Kong's modern service industry, including production-oriented and life-oriented services, should be integrated into the Great Bay Area. The outline of the development plan for the big bay area of Guangdong, Hong Kong and Macau provides five positioning for the big bay area, including the dynamic world class urban agglomeration, the international technological innovation center with global influence, the important support for the construction of the whole area, the demonstration zone for deep cooperation between the mainland and Hong Kong and Macao, and the high quality living circle suitable for livable industries. What we pursue is no longer to build a factory, to increase GDP, to pursue quality development, to mark the world's first-class Bay Area.

Our coalition has promoted the bringing of government officials from the three places to Tokyo, held a promotion meeting for the Dawan District of Guangdong, Hong Kong and Macao, and set the Dawan District of Guangdong, Hong Kong and Macao as a benchmark for the Tokyo Bay Area. Proposed establishment of the Dawan District Monetary Authority

Q: At present, there are still obvious difficulties in the cross-border factor flow in the Dawan District, and the connection of funds, talents and policies is not smooth. How to solve these problems?

A: Although many cities in Dawan District are prosperous, there are still some environmental problems, such as where to drain domestic water and factory wastewater. The most important thing in the Great Bay Area of Guangdong, Hong Kong and Macao is the innovation of mechanism and system. From the point of view of infrastructure construction, Dawan District has first-class international infrastructure, such as Hong Kong-Zhuhai-Macao Bridge, high-speed railway, port, airport and highway, with first-class facilities. However, there are some problems in the flow of people, logistics, information and capital, which restrict the seamless docking of Dawan District. Under "one country, two systems", we can create conditions for smooth docking.

For example, in terms of innovation and technology, Hong Kong has to land after its R&D. Shenzhen and other cities in Dawan District can play a very important role. This will improve investment facilitation, provide young people in Hong Kong and Macao with pre-admission national treatment, access, and tax preferences.

For example, there is still a lot of work to be done to make the goods seamlessly docked. Hong Kong can import a lot of international frozen food, because customs quarantine is very fast, but entering other cities needs to straighten out the logistics, customs, quarantine and other different links. Moreover, the RMB can not be fully circulated in both directions at present. I have proposed the establishment of the Dawan District Financial Authority to set a certain amount of free circulation for the flow of funds in the Dawan District.

Q: What are the long-term strategic plans of Xinhua Group in the future in Dawan District and along the way?

A: We are confident about the future of the Dawan District in Guangdong, Hong Kong and Macao. In Dawan District, we mainly focus on the four major central cities. We are also interested in cities other than central cities, such as Zhongshan, Dongguan and Zhaoqing. From the industrial point of view, it is no longer to develop real estate and build factories. For example, we recently started construction of Suigang City in the New District of Huangpu District, Guangzhou, to restore the waterway transportation from Hong Kong to Guangzhou, and plan to arrive in Hong Kong or Macao by helicopter in half an hour from Suigang City in the future. In addition, there will be a series of intelligent manufacturing industries in Huangpu District. The industries we are interested in are environmental protection and health. We went to Japan and Korea before, in order to introduce their advanced industries into Dawan District.

On the one hand, we have a certain foundation in ASEAN for decades. We have invested in Vietnam, Cambodia, Myanmar and Indonesia. We will only increase our investment. We have historical relationships. We used to invest alone. Now many state-owned enterprises and state-owned enterprises cooperate with us. We can say that business opportunities are limitless.

There are many well-known private enterprises in the Guangdong, Hong Kong and Macao Great Bay Area Alliance. Recently, many delegations have been joined to Myanmar and Vietnam. For our group, the Great Bay Area of Guangdong, Hong Kong and Macao, along the way, provides enormous opportunities for development.
