On March 11, 2021, Chongqing Railway Group, Beijing Urban Construction Group Company and Chongqing Municipal Housing and Urban-rural Development Committee signed the "Investment Agreement" for the Chongqing Urban Rail Express (Suburban Railway) Bi Copper Line PPP project.

The Bi Copper Line PPP project signed this time is a social investor consortium jointly organized by Chongqing Railway Group, Beijing Urban Construction Group and Beijing Urban Construction Design Development Group. It is the first real PPP+TOD rail transit project in China and is of great importance. The groundbreaking significance and good demonstrative effect of PPP+TOD marked the official start of the implementation of the first real PPP+TOD rail transit project in China.

Chongqing Railway Group stated that the smooth implementation of the project will realize the operation of line 27 of the urban rail express line that is about to start construction. It is to promote the integrated and win-win development of rail transit and urban construction, and to promote the main line railway, intercity railway and city area. The vivid practice of the “four networks” of (suburban) railway and urban rail transit will help Chongqing to accumulate valuable resources in the future exploration of urban rail express lines and urban (suburban) railways in the areas of overall planning, construction, operation and TOD comprehensive development. Experience has laid a solid foundation for the development of a rapid rail transit network construction and operation innovation in the main urban area.

As a demonstration line connecting the central city area with Bishan and Tongliang, the Bitong Line starts at Tongliang West Station and passes through Tongliang Station, Tongliang Xincheng Station, Pulu Station, Dalu Station, Qinglong Lake Station, and Hebian Station , Daishan Avenue Station, ending at Bishan Station in Bishan District. At Bishan Station, it runs through line 27 of the planned urban rail express line, and transfers to Metro Line 1 on the same station. The length of the line is about 37 kilometers, with 9 stations, including 3 elevated stations, 1 underground station, and the remaining 5 are ground stations; 1 Tongliang parking lot is set up. It adopts urban rail express vehicles with a design speed of 140 km/h and a 25 kV AC system.

Promote the creation of a "1 hour commuting circle" in the main city metropolitan area
