The Zhangguizhuang Sewage Treatment PPP project is located in Dongli District, Tianjin. The cooperation period is 30 years. The first phase of the project adopts the TOT (Transfer-Operate-Transfer) model, and the second-phase project adopts the BOT (Build-Operate-Transfer) model. After the project is completed, it will have a daily sewage treatment capacity of 450,000 tons and a daily treatment capacity of 600 tons of sludge. It is the largest single water plant project using this model in the domestic municipal sewage treatment field in recent years. At the same time, the project is also one of the important contents of Tianjin’s master plan and Tianjin’s “Ten Water Regulations”. It is related to the sustainable development of Tianjin in the future and has significant social and environmental benefits. The development and utilization of water resources and protecting the health of citizens will play an important role in the development and utilization of water resources in the coastal water environment of Dagukou in the Bohai Sea.

The water plant adopts advanced sewage treatment technology to improve the AAO system and biological deodorization system. After multi-layer filtration and treatment, the industrial and agricultural production sewage in the area can be treated in a harmless manner, which will effectively reduce the pollution caused by the direct discharge of sewage to the Yangtze River. At the same time, biological filter deodorization can reduce the concentration of volatilized odor in the sewage treatment process, protect the surrounding environment, and reduce the secondary pollution of the sewage treatment plant to the surrounding environment. After the successful implementation of the project using the PPP model, China Railway Construction has achieved rolling development in Ma'anshan, Anhui, and other places. It once again won the bid for the Hexian Wastewater Treatment Plant and continued to accumulate energy for the "Great Protection of the Yangtze River" with the "Rail Construction Plan".

In July 2020, China Railway Construction's first Yellow River Basin governance project "landed" along the Fanshui River.
