In the rainy season, we can always see news about waterlogging in certain cities due to heavy rainfall. In order to further solve the problem of waterlogging, the General Office of the State Council has recently issued the "Implementation Opinions on Strengthening Urban Waterlogging Control" (hereinafter referred to as the "Implementation Opinions"). The "Implementation Opinions" pointed out that the control of urban waterlogging is related to the safety of people's lives and properties, and is both a major livelihood project and a major development project. The city should be regarded as an organic life body. According to the requirements of building a sponge city and a resilient city, measures should be adapted to local conditions and city-specific policies to improve urban flood control and drainage capabilities, and use an overall and systematic approach to solve urban waterlogging problems, and to maintain the safety of people’s lives and properties. Promote sustained and healthy economic and social development and provide strong support.

The "Implementation Opinions" clarify that by 2025, cities will basically form an urban drainage and waterlogging prevention project system of "source emission reduction, pipe network emissions, simultaneous storage and drainage, and emergency response to excess of standard" in accordance with local conditions. The drainage and waterlogging prevention capabilities have been significantly improved, and waterlogging control work has been achieved. Obvious results; effective response to the rainfall within the urban waterlogging prevention and control standards, the old city can drain the accumulated water in time after the rain stops, the flood control and drainage capacity of low-lying areas has been greatly improved, and the flood-prone water spots that have seriously affected the order of production and life in history have been completely eliminated. The phenomenon of “looking at the sea in the city” no longer appears in the district; under the conditions of rainfall exceeding the urban waterlogging prevention standards, the functions of important municipal infrastructure such as the urban lifeline project will not be lost, and the safe operation of the city will be basically guaranteed; where conditions permit, the construction of sponge cities will be actively promoted.

The "Implementation Opinions" deployed key tasks from three aspects. One is the systematic construction of urban drainage and waterlogging prevention engineering systems. The second is to improve the management level of urban drainage and waterlogging prevention. The third is to coordinate and promote the control of urban waterlogging. Editor/Xu Shengpeng
