After studying and submitting to the municipal government for approval, the reply is as follows:

1. In order to improve the function of Nansha Station's hub, realize the integrated planning and construction of Nansha Station's integrated transportation hub, and stabilize the long-term planning of the route and access conditions of Metro Line 15, agree to the construction of the Nansha Station integrated transportation hub subway reservation project.

2. Construction scale and construction content. The project mainly implements the long-term planning related to the reserved works of Line 15 and the transfer interface between Line 15 and Line 38. The construction content mainly includes the main structure of the new station, the auxiliary structure (including the entrance and exit and the wind pavilion), and the transitional transportation. The water, electricity, ventilation and other facilities required by the maintenance, with a total construction area of about 18016 square meters.

3. Investment estimates and sources of funds. The estimated static investment of the project is 50.12 million yuan, of which the engineering cost is 363.29 million yuan, other engineering construction costs are 104.8 million yuan, and the preliminary costs are 34.03 million yuan. 5. The methods of bidding for survey and design are public bidding, full bidding, and entrusted bidding.

6. This approval document is valid for 2 years. If the next stage of examination and approval is completed within the validity period, this examination and approval document will continue to be valid; when the validity period expires, the examination and approval work of the next stage has not been completed, and an application for an extension shall be made to the Commission within 3 months of the expiration of the validity period. .

"Guangzhou Metro Group's Request for Approval of the Feasibility Study Report of Baiyun Airport T3 Transportation Hub Rail Transit Reservation Project" (Suitie Tietou [2021] No. 54) and related materials have been received. After research, the letter of the feasibility study report of the project is now as follows:

1. In order to accelerate the improvement of the competitiveness of the Guangzhou International Aviation Hub, create a "zero transfer and integration" air-rail intermodal transportation hub, and achieve the goal of simultaneous start and completion of supporting rail transit and Baiyun Airport T3 transportation hub, you are agreed in principle to report The feasibility study report of the rail transit reservation project for the T3 transportation hub of Baiyun Airport.

2. Construction scale and construction content. The construction content of the project includes the civil engineering reservations of Guangzhou Intercity (Guanghe High-speed Rail), Guangzhou-Zhuhai (Macau) High-speed Rail and Intercity T3 Hub Station, Depot and East-West Intercity from Fangcun to Baiyun Airport. The total scale of the depot is 5 Line 12, the total construction area of the station is 174,600 square meters, and the total length of the underground tunnel is about 9.47 kilometers. among them:

(1) The Guangzhou-Zhuhai (Macau) high-speed railway station has 2 stations and 4 lines, with a construction area of 57,300 square meters and an underground tunnel length of 3.40 kilometers.

(2) The Guangcong Intercity (Guanghe High Speed Rail) station has 2 stations and 6 lines, with a construction area of 84,200 square meters and an underground tunnel length of 3.25 kilometers.

(3) Fangcun-Baiyun Airport Intercity Station has a scale of 1 station and 2 lines, with a construction area of 33,100 square meters and an underground tunnel length of 2.82 kilometers.

3. Investment estimates and sources of funds. The estimated total investment of the project is 9192.83 million yuan, of which: the engineering cost is 666400 million yuan, the other engineering construction costs are 1.336 million yuan (including the construction land fee of 196.69 million yuan), the preliminary cost is 80 million yuan, and the loan interest during the construction period is 392.83 million yuan. The capital ratio of the project is 40%, which is 3,677.1 million yuan, and the source of capital is municipal financial funds. Subsequent apportionment of the project to the corresponding railway and intercity projects, and the proportion of each party's investment will be clarified in conjunction with the feasibility study approval of the specific project line.

4. Construction management model. Guangzhou Metro Group is responsible for the construction and management of the project, and its subsidiary Guangzhou Railway Investment and Construction Group Co., Ltd. is responsible for implementation.

5. The methods of bidding for survey and design are public bidding, full bidding, and entrusted bidding.

6. This project is one of 71 rail transit station complexes approved by the municipal government. 7. This approval document is valid for 2 years. The feasibility study of the rail transit reservation project of Guangzhou Baiyun Airport T3 transportation hub was approved. The estimated total investment of the project is 9.19 billion. The project construction includes the Guangzhou-City Intercity (Guanghe High-speed Railway), Guangzhou-Zhuhai (Macau) High-speed Railway and Fangcun-Baiyun Airport The civil engineering reservation project of the intercity T3 hub station, parking lot and the east-west sides. The total scale of the parking lot is 5 cars and 12 lines, the total station construction area is 174,600 square meters, and the total length of the underground tunnel is about 9.47 kilometers.

Baiyun Airport Phase III Expansion Project

The third-phase expansion project of Guangzhou Baiyun International Airport is the largest reconstruction and expansion project in the history of China's civil aviation airport construction. It is of great significance to strengthen the Guangzhou international aviation hub, promote the realization of the strategic goal of a civil aviation power, and create a new source of power for the development of the Guangdong-Hong Kong-Macao Greater Bay Area. After the completion of the project, the annual passenger throughput capacity and cargo and mail throughput capacity of Guangzhou Baiyun International Airport will reach 120 million passengers and 3.8 million tons, respectively, an increase of 50% and 52% from the current level.

After the completion of the third phase of the expansion project of Baiyun Airport in the future, the T3 terminal will introduce the Guangzhou-Dongguan-Shenzhen Intercity, Guanghe High-speed Railway, Guangzhou-Zhuhai-Macau High-speed Railway and the northern extension of Metro Line 22 (Fangcun-Baiyun Airport Intercity Railway).
