On May 18, 2021, China Railway Group announced the "New National Sichuan-Tibet Railway Technology Innovation Center R&D Base (Chengdu) Survey and Design Project Tender Announcement". The tender content includes the project's pre-feasibility study, feasibility study, geological survey, and preliminary design , Construction drawing design, etc., the preliminary work of the project is being accelerated. Newly build the Ya’an-Nyingchi section of the Sichuan-Tibet Railway, starting from the existing Chengdu-Ya’an Railway Ya’an Station, passing through Ganzi, Qamdo, and Nyingchi, connecting to the under-construction Lhasa-Nyingchi Railway Nyingchi Station. The new main line is 1,011 kilometers, with 26 stations on the whole line; It is a mainline double-track first-class electrified railway, with a design speed of 120 to 200 km/h, a minimum curve radius of 3500 meters for general sections (2800 meters for difficult sections), and a maximum slope of 30‰; according to the understanding of the super building, the Sichuan-Tibet Railway from Ya'an to Linzhi The estimated total investment of the project is about 319.8 billion yuan.
The Yalin section of the Sichuan-Tibet Railway runs through the snow-capped mountains and gorges almost all the way. The total length of bridges and tunnels is 965.74 kilometers, and the bridge-to-tunnel ratio is as high as 95.8%, of which 114.22 kilometers (93) of newly built bridges, accounting for 11.33% of the line length, and 851.48 kilometers (72 Block), accounting for 84.43% of the line length. The super building has analyzed for everyone, the Sichuan-Tibet Railway’s Yalin section will have more than 850 kilometers of railway in the form of tunnels, which can basically be called "Sichuan-Tibet subway". On May 18, China Railway Group’s "Newly-built National Sichuan-Tibet Railway Technology Innovation Center R&D Base (Chengdu) Survey and Design Project Tender Announcement" showed that the newly-built National Sichuan-Tibet Railway Technology Innovation Center R&D Base (Chengdu) Survey and Design Project has been approved by China Railway Science Research Institute Group Co., Ltd. approved the construction with the "Letter on Entrusting the Development of the Survey and Design Bidding Work for the New National Sichuan-Tibet Railway Technology Innovation Center R&D Base (Chengdu) Project" (Science Research Zihan  No. 144), and the project owner is China Railway Science Research Institute Group Co., Ltd. The R&D base is the operation and management site of the headquarters of the National Sichuan-Tibet Railway Technology Innovation Center. Through the construction of digital Sichuan-Tibet (railway) laboratory, geographic geology laboratory, intelligent construction laboratory, disaster early warning and prevention and control laboratory and other systematic comprehensive research and development experimental environments, it can support the innovation center to take research and development as an industry and technology as a product. The company was approved for establishment on June 8, 2020, with a registered capital of 500 million yuan. The winning bidders for the “two tunnels and one bridge” and the construction power supply project of the Yalin section of the Sichuan-Tibet Railway include: China Railway Bridge Bureau Group Co., Ltd. won the bid of 2.688 billion yuan to build a 1.293-km Dadu River Bridge and related projects. China Railway Eleventh Bureau Group Electrical Engineering Co., Ltd. won the bid for an electrification project worth 281 million yuan. China Railway 12th Bureau Group Co., Ltd. won the bid of 2.869.4 billion yuan to build 10.857 kilometers of the 20.793 kilometers of Kangding No. 2 tunnel. China Railway Eighteenth Bureau Group Co., Ltd. won the bid of 2.568 billion yuan to construct another 9.936 kilometers of the 20.793 kilometers of Kangding No. 2 tunnel. China Railway Third Bureau Group Electrical Engineering Co., Ltd. won the bid for an electrification project worth 392.3 million yuan. China Water Resources and Hydropower Fourteenth Engineering Bureau Co., Ltd. won the bid of 4.469 billion yuan to build 17.7 kilometers of the 37.9 kilometers long Sejila Mountain Tunnel. China Railway Tunnel Bureau Group Co., Ltd. won the bid of 4.329 billion yuan and will build another 20.2 kilometers of the 37.9 kilometers long Sejila Mountain Tunnel.
