On June 8, 2021, the Guangxi Public Resources Trading Center issued a tender announcement by the Transportation Department of Guangxi Zhuang Autonomous Region for the PPP project from Pingnan to Cenxi North. The total project investment is estimated to be approximately 13.336 billion yuan, and the average cost per kilometer is 177 million. yuan.

Pingnan to Cenxi North Section

The construction content of this bidding project is to build a new expressway with a total length of about 75.17km. The route starts at the south side of Chashan Village, Mengjiang Town, Teng County, Wuzhou City, with station number K0+000; a T-shaped hub is used to connect Liu-Wu Expressway, and the starting point is 4.5km from the west to the north of Teng County. The terminal is located on the southeast side of Tangwei, Nuodong Town, Cenxi City, with station number K75+170, and a T-shaped hub is set up to connect to Cenwu Expressway.

The route is basically arranged from northwest to southeast. It is routed south from the starting point and Hepingnan hub to the east side of Zhouzu Village. The route turns to the southeast. After passing through the mountain, the Mengjiang Interchange is set on the east side of Liandong Village. The Qingcaozhou section of the Xunjiang River crosses the Xunjiang River. After crossing the river, the Dayanling Tunnel to Chahuadong is set up. On the east side of Luoyun Village, there is a Tianping Interchange and G358 National Road. The route crosses G358 National Road and Nanguang Railway to the south. In the southwest of Wangguo Village, Taiping Town, the Jinji North Hub and Guiwu Expressway are crossed. The route crosses the Beiliu River and then goes along Liangtang, Chenchong to Pingxun. Sets Jinji South Hub and the planned Lian14 line to cross. The route turns to the southeast and enters the territory of Cenxi City. (Stake number K48+900), parallel to Provincial Road S310 to Shiwei, set up Daping Tunnel through Jiaotang Pass and turn to the southeast, set Langzi Tunnel on the west side of Art Village, and Sanbao Tunnel at Shitang after passing through the mountain On the west side of the village, there is Sanbao Interchange and county road X208. The route goes south through Jiandong Village to Funan Village and then turns to the southeast. On the north side of Funan Village, it crosses Yichang River to Jiangchong, and sets Lantou Tunnel to Mengchong. Set aside the 8-line connection location between Mengchong and Yaxiangping, continue to set up Changtang Tunnel and Shanglang Tunnel through the mountain to the new village of Nuodong Town, and set up a Xintang hub on the southeast side of Tangwei Village after crossing the Luozhan Railway. Connect to Cen-Wu Expressway and arrive at the terminal K75+170.

The K0+000—K33+250 section of the main line of this project adopts the two-way four-lane expressway standard with secondary trunk line function, with a design speed of 120km/h and a subgrade width of 26.5m; the K33+250—K75+170 section of the main line uses a secondary trunk line with two-way four-lane function. The lane expressway is standard, the design speed is 100km/h, and the subgrade width is 26m. The intercommunication connecting line adopts the two-lane two-lane secondary road standard with the main distribution function, the design speed is 40km/h, and the subgrade width is 12.0m. The cooperation period includes two phases: the construction period and the operation period. The construction period is 4 years, from the start date of the project to the completion date; the operation period is from the completion date to the expiry date of the project charging period, of which the charging period is 30 years, starting from the date when the project is qualified for acceptance and commissioning charges meter. Unless otherwise agreed in this contract for the extension or early termination of the cooperation period.
