The "three mountains" refer to Helan Mountain, Liupan Mountain, and Luo Mountain. They are an important component of the ecosystem of the Yellow River Basin, and have an important position and role in constructing an ecological security barrier in Northwest China, North China, and even China.

The reporter learned that the "Plan" aims to promote the southward extension of the Helan Mountain ecological region, the northward extension of the Liupanshan ecological region, and the extension of the Luoshan ecological region to the surroundings. It will plan 99 categories in 7 categories by year, region, and circle. The project has a construction scale of 727,800 hectares. The planning scope covers 3 circles of the "Three Mountains" Nature Reserve, Ecological Related Areas, and Ecological Extension (Exhibition) Areas, 19 counties (cities), and districts, covering nearly 38,000 square kilometers. Yang Hongtao, member of the Party Leadership Group and Deputy Director of the Ningxia Department of Natural Resources, introduced that the "Plan" is currently progressing smoothly. From 2020 to 2021, Ningxia plans to implement a total of 36 "Three Mountains" planning projects, with an estimated total investment of 7.234 billion yuan and a construction scale of 346,400 hectares. Up to now, 42 sub-projects in 5 fields including natural resources, ecological environment, water conservancy, forestry and grass have been implemented. 1.5 billion yuan has been invested. 237,000 hectares are planned to be rehabilitated and restored to gradually improve the ecological environment of the "three mountains". The reporter also noticed that Ningxia took the initiative to make breakthroughs in the restoration of the ecological environment of Helan Mountain as the key point of the project. Since 2017, Ningxia has invested a total of nearly 10 billion yuan in various types of funds. Helan Mountain has been rehabilitated and restored with an area of 200 square kilometers.
