The Baise Water Conservancy Project started construction in 2001 and was completed and put into production in 2006. It is a large-scale water conservancy project with comprehensive utilization of power generation, irrigation, shipping, and water supply, mainly for flood control. The reservoir area of the Baise Water Conservancy Project was traced back to Funing Port in Yunnan, forming a 104-kilometer deep-water channel in the reservoir area. The unsynchronized construction of navigation facilities caused a suspension of navigation on the upper reaches of the Youjiang River, blocking the communication between Yunnan and Guangxi in the upper and middle reaches of the Pearl River.

It is reported that the navigation facilities of the Baise Water Control Project will connect the reservoir area of the Baise Water Control Project and the Youjiang River. Provincial water locks, intermediate channels, branch retaining earth dams, navigable aqueducts, vertical ship lifts, downstream auxiliary ship locks and upstream and downstream channels will be built. channel. Among them, the fully balanced steel rope winch ship lift ranks first in the world with a lifting weight of 10,700 tons. The middle channel with a length of 2,186 meters, a bottom width of 45 meters, and a water depth of 4.2 meters is the world's longest and largest middle channel. The provincial water locks with independent provincial basins on the heads also set the first place in China.

The navigation project of the Baise Water Conservancy Project is listed as a key project of the "National Inland Waterway and Port Layout Plan" and the "Pearl River Basin Comprehensive Plan (2012~2030)". It is jointly organized and implemented by the two provinces of Yunnan and Guizhou. The project company is specifically delivered by Yunnan The investment group takes the lead in the formation. The total investment of the project is 5.017 billion yuan, and the approval period is 76 months. After the project is completed and put into use, Yunnan will be able to sail a 1,000-ton single ship from Funing Port. The designed annual one-way passing capacity is 6.02 million tons, which is higher than that of Shuifu Port.
