On June 25, 2021, Sichuan Railway Investment Group, Sichuan Highway Bridge, and Sichuan Chuanjiao Road and Bridge Consortium won the bid for the G7611 Xichang-Shangri-La (Sichuan border) expressway project, with a total investment of 55.2 billion yuan.

The G7611 line Xichang-Shangri-La (Sichuan border) expressway is an important part of the "National Highway Network Planning" (2013-2030) G7611 Duyun-Shangri-La Expressway, which is part of the "Sichuan Province Expressway Network Plan (2014-2030)" )" The eighth east-west horizontal line is one of the five major economic zones in Sichuan Province, Panxi Economic Zone, which facilitates communication with neighboring provinces, opens up the main economic arterial routes and main entrance and exit highways, and will form the largest satellite in Asia. The convenient access to the sea from Xichang, the launch base, is an important corridor from southern Guizhou to the Beibu Gulf and the Pearl River Delta Economic Circle. At the same time, the Du (yun) Shangri-La Expressway connects the three important provinces in the western region of Guizhou, Sichuan and Yunnan.

The main line of this project starts from Xiaomiao Township, Xichang City, and connects to the G7611 Zhaotong-Xichang Expressway under construction. It fully utilizes the existing G5 Jingkun Expressway from Xiaomiao to Huanglianguan Section, passing through Zhongba Township, Pingchuan Town, Yanyuan County, Jinhe Township, Shuanghe Township, Guochang Township, and Mianya Township stop at the border of Sichuan and Yunnan Province in Changbai Township, and connect to the planned G7611 Ninglang-Shangri-La Expressway, with a new mileage of about 158.475km. Set up Xichang, Muli, Lugu Lake 3 expressway branch lines, a total of about 91 kilometers. Among them: the Xichang branch line starts at Huanglianguan Town, Xichang City, passes through Xixi Township, Daxing Township, Chuanxing Township, and ends at Donghe Township, connecting G7611 Zhaotong to Xichang section. The total length of the route is about 38.964km. The Muli branch line starts at Yuanbao Village, Gaizu Township, Yanyuan County, and ends at Muli County and connects to the G227 line. The total length of the route is about 39.2km. The Lugu Lake branch line starts at Guantianba, Gaizu Township, Yanyuan County, and ends at Gaizu Village, Gaizu Township, and connects to Line S307. The total length of the route is about 12.72km.

The total length of Xixiang Expressway main line + Xichang branch line + Lugu Lake branch line + Muli branch line is 249.359km, with an estimated total investment of 55.252 billion yuan. Among them: the main line is 158.475 kilometers long and the estimated total investment is 36.537 billion yuan; the Xichang branch is 38.964 kilometers long and the estimated total investment is 8.62 billion yuan; the Lugu Lake branch is 12.72 kilometers long and the estimated total investment is 2.090 billion yuan; the Muli branch line is 39.200 kilometers long and the estimated total investment is 2.09 billion yuan. The investment is 8.006 billion yuan. The entire line of the project adopts the design speed of 80 km/h, the subgrade width of 25.5 meters, and the two-way 4-lane expressway standard construction.
