On June 28, 2021, the first phase of the Sinopec Zhenhai Base Project was completed in Zhenhai, Ningbo, Zhejiang! It has created a record for the construction of a petrochemical industrial base with the shortest construction period, the highest degree of localization, and the widest application of digitalization in China.

After the completion of the project, Zhenhai Refining & Chemical will form 27 million tons/year refining capacity and 2.2 million tons/year ethylene capacity. It is currently the largest integrated refining and chemical base in China.

The comprehensive completion of this integrated project is a key node for Sinopec to implement the strategic deployment of the Party Central Committee and the State Council on optimizing the layout of major productivity and build Zhenhai and other four world-class refining and chemical bases. It is the responsibility of Zhenhai Base during the "14th Five-Year Plan" period. "Building Sinopec's flagship benchmarking enterprise, and paving the way for Sinopec's future development" new positioning, actively constructing the entire industrial chain pattern, continuing to expand to the mid-to-high-end industrial chain, and keeping in mind the entrustment of striving to build a "world-class, high-tech, and integrated" An important start to the new era of green petrochemical bases.

The first phase of the Zhenhai Base project mainly includes the main body of the ethylene project and the supporting projects of the industrial chain.

From the deserted beaches of the East China Sea to the towering towers, nearly 30,000 builders from 55 participating units including Sinopec Engineering and Construction Company carried out safe and efficient construction. The ethylene project was approved in March 2020 from the approval of the basic design and the on-site civil foundation construction began to the end of June 2021. It will only take 15 months for CCCC; according to the plan, the start-up of materials will be introduced at the end of December 2021. The target time will be only 21 months. It will set the fastest construction speed for projects of the same scale in China, and the continuous safe labor hours will exceed 40 million, a large-scale project of the same type. For the first time, Zhenhai Base realized the full localization of the distributed control systems of chips and operating systems for megaton-level ethylene. Large ethylene is equipped with the "heart of China", and the index of the domestically produced ethylene "three machines" (cracking gas compressor, propylene compressor, and ethylene compressor) large units is superior to international standards and is the highest in the country.

Actively promote the digitization of the petrochemical industry, and for the first time realize the simultaneous construction and delivery of digital factories and physical factories. The "tailor-made" 5G private network applied to smart factories will land 10,000 5G connection base stations to create the largest 5G private network in Zhejiang Province. The base's various instruments and meters, switch valves, video surveillance and other equipment will be connected to the 5G private network one after another. At present, Zhenhai base independently develops and applies the unique domestic "smart instrument health management platform", and has applied for a national patent. All instruments can be directly connected to the platform for maintenance.

In the next step, the Zhenhai Base Phase I project will be transferred to the start-up preparation stage and is expected to be put into operation before the end of the year. After the accelerated commissioning of the project, it will promote the cultivation of industrial chains and clusters, further promote the high-quality development of downstream refining and chemical industries, and bring new vitality to the construction of Ningbo National Economic and Technological Development Zone and trillion-level green petrochemical modern industrial clusters.
