On June 29, 2021, the Philippine Kaliwa Dam project undertaken by China Energy Construction Co., Ltd. held a groundbreaking ceremony in Rizal Province. The Philippine official thanked China for its support for the project, saying that the key cooperation project between the two governments will alleviate the water shortage problem in the Philippine capital.

The Kaliwa dam project is located in Quezon and Rizal provinces of the Philippines. It is a municipal water supply project. The main project includes a dam and a water transmission tunnel. After completion, the water supply capacity will be 600,000 tons/day and the water transmission capacity will be 2.4 million tons/ day. The project owner is the Metropolitan Water and Sewage System (MWSS), which is mainly responsible for the construction and management of the water supply and sewage system in Metro Manila, the capital of the Philippines.
