Recently, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the Ministry of Natural Resources issued a notice that the Ningdong Base and the Shizuishan Helan Mountain Environmental Comprehensive Improvement Project were rated as a national good industrial transformation and upgrading demonstration zone and demonstration project. The Ministry of Finance and the National Development and Reform Commission have issued 190.5 million yuan in transfer funds for resource-exhausted cities in Ningxia in 2021, an increase of 44.1% over the previous year, and a total of 3.374 billion yuan has been allocated for transfer funds.

Since 2021, in order to promote the transformation and development of Ningxia's resource-based regions during the "14th Five-Year Plan" period, the Development and Reform Commission of the Autonomous Region has increased its work and actively planned to promote the transformation and upgrading of resource-based regions. The first is to strengthen the docking report with the National Development and Reform Commission, and invite the leaders of the Revitalization Department of the National Development and Reform Commission to come to Ningxia for field investigation and to build a demonstration area for consultation. The second is to strengthen the top-level design and organize the compilation of a special plan for the comprehensive management of coal mining subsidence areas in the autonomous region (2021-2025), and the "Construction Plan for the Industrial Transformation and Upgrading Demonstration Zone in Northeast Ningxia (Shizuishan-Ningdong) (2021-2025)". Plan and reserve resource-based regional transformation projects during the 14th Five-Year Plan period. The third is to strengthen overall coordination and establish a work coordination mechanism with the departments of science and technology, industry and information technology, natural resources, Shizuishan City and Ningdong Administrative Committee to decompose tasks, consolidate responsibilities, and ensure the "four implementations" of goals, tasks, progress, and responsible persons.

In the next step, Ningxia will continue to strengthen its connection with the National Development and Reform Commission to promote the overall improvement of the transformation of resource-based regions. Focus on the construction of pioneer areas, plan reserve projects, and actively seek financial support from the National Development and Reform Commission. Strengthen research on the transformation and development of resource-based regions, conduct in-depth research on some major issues with Shizuishan City and Ningdong, find solutions in time, enhance the foresight of work, and make every effort to implement the target positioning of the demonstration zone.
