The total investment of this pumped-storage power station project is 6.789 billion yuan, with an installed capacity of 1,000 MW. The main construction buildings of the entire power station are the upper reservoir water retaining structure, the lower reservoir, the waterway system, the underground powerhouse and its auxiliary facilities. The structure of the building is equivalent to a giant hydropower station. The annual power generation will reach 1.673 billion kWh. Four vertical-shaft single-stage mixed-flow reversible pump turbines with a single unit with a capacity of 250,000 kWh will be installed at the end of 2020. After review by the Dalian Development and Reform Commission, this project officially entered the preparation stage for construction.

The upper reservoir is located at Pudong Gounao, and the lower reservoir is on the Clam River on the left bank of the Biliu River. The upper reservoir has a storage level of 390 meters and the lower reservoir has a storage level of 151 meters; there are currently more than 1,800 people from different countries. Workers from the region went to Zhuanghe for the construction of the power station. It is reported that this project is expected to officially start in the second half of 2021, and its construction will play a pivotal role in Liaoning.
