On July 20, 2021, Henan Province encountered extremely heavy rainfall, and the daily rainfall of many national meteorological observatories in Zhengzhou exceeded the historical extreme value since meteorological records. Affected by heavy rainfall, the water level of Guojiazui Reservoir in Erqi District, Zhengzhou City, Henan Province rose rapidly. The local area has moved the people downstream of the reservoir in advance. According to the relevant provisions of the "National Emergency Plan for Flood Control and Drought Relief", the General Administration of National Defense has decided to upgrade the emergency response of level III to level II at 3 o'clock on July 21.

Zhengzhou suffered the heaviest rainfall on record

From 18:00 on July 18 to 0:00 on the 21st, Zhengzhou, Henan Province experienced a rare and continuous heavy rainfall process. The city experienced heavy rains and extremely heavy rains, with a cumulative average of 449 millimeters of precipitation. 73 stations (approximately 38%) accumulated precipitation over 500 mm, the largest Xinmi Baizhai 875 mm, Zhengzhou, Dengfeng, Xinmi, Xingyang, Gongyi five stations in Zhengzhou, the daily precipitation exceeded the extreme value since meteorological records . At 16-17 o'clock on the 20th, the rainfall in Zhengzhou's station reached 201.9 millimeters, which exceeded the extreme hourly rainfall in my country.

Due to the rare and continuous heavy rainfall, many projects such as the Changzhuang Reservoir, Guojiazui Reservoir and Jialu River in Zhengzhou City were in danger. Serious waterlogging occurred in the urban area of Zhengzhou, which severely affected Zhengzhou's railway, highway and civil aviation traffic. At present, about 100,000 people have been transferred to avoid danger, and the flood has caused 12 deaths in Zhengzhou city. Upon request and approval from the Central Theater District, 730 PLA commanders and fighters have been deployed. There were 1,159 armed police officers and soldiers, more than 60 vehicles, 6,760 firefighters and 1,383 vehicles, 690 militiamen, 35 assault boats, and 25,784 other types of rescue equipment to participate in the rescue. Currently, rescue work is still in progress.

Henan flood control emergency response is upgraded to level I

According to the relevant provisions of the "Henan Provincial Flood Control Emergency Plan", the Henan Provincial Anti-Fighting Guidance Committee decided to upgrade the flood control emergency response level from Level II to Level I at 3 am on July 21. Heavy rain caused the entire line of Zhengzhou Metro to be suspended. Since July 17th, Zhengzhou City has experienced rare and severe rainstorms, causing water accumulation in Zhengzhou Metro. Zhengzhou Metro has activated an emergency response mechanism to evacuate passengers in a comprehensive manner.
