China Power Construction Fujian Institute won the bid for the construction
In the rippling waters off the coast of Changle, a key project carrying the future development of China's offshore wind power is about to commence. Recently, China Electric Power Construction Fujian Institute officially received the bid notification for the EPC general contracting project of the Changle offshore D and E offshore test wind farm project, which is a national level offshore wind power research and testing base. This marks the substantive construction stage of this unique national level testing platform. It is understood that the base is authorized by the National Energy Administration and the only testing center in China that has both type certification and grid connection certification functions. It is also an important component of the State owned Assets Supervision and Administration Commission's 1025 Science and Technology Key Project. As the core area of the national offshore wind power research and testing base, this project has been included in the key offshore wind power research and demonstration projects for the 14th Five Year Plan period. The project is located in the eastern sea area of Changle Donggou Island, and will construct 20 offshore wind power test foundation platforms, including 2 at 16MW level, 3 at 18MW level, 10 at 20MW level, and 5 at 25MW level, with a total installed capacity of 411MW. These platforms will undertake empirical testing and scientific research demonstration tasks for large capacity units. A total of 11 5-megawatt and 1 6.25-megawatt wind turbines will be installed, and a 12 MW/48 MW grid type energy storage system will be constructed simultaneously. After being put into operation, the annual transmission of clean electricity can meet the electricity needs of about 120000 households, equivalent to reducing carbon dioxide emissions by 128700 tons per year. Building a wind farm in an extreme environment at an altitude of 5370 meters, the project team overcame severe challenges such as an oxygen content of only 57% on the plain, a temperature difference of over 20 ℃ between day and night, and a cumulative road climb of 1670 meters within the site. By innovatively adopting the gradient insulation technology of "film+cotton quilt+color strip cloth" and the intelligent temperature control curing system, the one-time continuous pouring of large volume concrete under high cold and oxygen deficient conditions has been successfully achieved. At the same time, the project has applied single blade lifting technology for the first time in high-altitude areas above 5000 meters, saving about 66% of the operating site compared to traditional methods, and raising the upper limit of effective operating wind speed to 10 meters per second.
