In August 2019, the National Railway Group and the Anhui Provincial People's Government jointly approved the preliminary design of the Chizhou-Huangshan high-speed railway. According to the preliminary design approval, Chihuang High-speed Railway has a total length of 125.1 kilometers from Chizhou Station to Jixian East Station, with a design speed of 350 kilometers per hour. There are 4 stations in Chizhou, Jiuhuashan, Huangshanxi and Jixian East, with an estimated total investment of 18.37 billion yuan.
The bidding documents show that the construction of the new Chizhou-Huangshan high-speed railway has been implemented by the approval of the China Railway Corporation and the Anhui Provincial People's Government on the feasibility study report on the new Chizhou-Huangshan high-speed railway. The construction unit of this project is the Beijing-Fuzhou Railway Passenger Dedicated Line Anhui Co., Ltd.

The document shows that the newly-built Chizhou-Huangshan high-speed railway was taken from the Chizhou Station of Ning'an Passenger Station, east to Jiuhua Mountain and Taiping Lake, and Huangshan West Station was set up in the west of the North Gate of Huangshan Scenic Area. After exiting the station, it was connected to the Jianchang Jinghuang Railway in the south. At the county east station, the Changjinghuang Railway was used to introduce the Huangshan North Station, and the Jixian County to the Huangshan North was reserved for the long-term construction of the third and fourth line conditions according to the adaptability of transportation capacity. From Chizhou Station to Jixian East Station, the total length of the new main line is 125.1km (including the reconstruction project of Chizhou Station). There are four stations in Chizhou, Jiuhuashan, Huangshanxi and Jixian East. Among them, Chizhou Station is an existing station, Jixian County is a station built by Changjinghuang Railway, and Jiuhua Mountain and Huangshan West are new stations. The total planned duration of the project is 4.5 years.
