On August 17, 2026, the China Tendering and Bidding Announcement Service Platform announced that China Electric Power Construction Jiangxi Hydropower won the bid for the 500000 kW wind power EPC project of Yingke Huizhi (Phase II) in Xinxing City, Xinjiang 13th Division for 1.6 billion yuan. The project is located in the Gobi Desert, equipped with 75MW/150MWh energy storage and a new 220kV substation. Compared to the previous bidding, the winning bid price has been reduced by over 700 million yuan, and the unit cost per kilowatt has significantly decreased. The price difference between the other two candidates is less than 3%. This project is a key market-oriented grid connected new energy project in the local area, supporting the transmission of Xinjiang electricity and the construction of a new power system in the Xinjiang Production and Construction Corps. The National Development and Reform Commission and the National Energy Administration recently issued the 15th Five Year Plan for the development of oil and gas, which clearly outlines the relevant arrangements for Xinjiang in multiple places. The plan includes the Tarim, Junggar, and Qaidam basins as national level oil and gas strategic support bases, promoting the construction of the Hami coal to oil and gas base in Zhundong, and initiating the construction of export channels such as the West East Gas Pipeline Fourth and Fifth Lines. With the implementation of the plan, the positioning of Xinjiang's national energy and resource strategic guarantee base will be further consolidated, and the role of the national energy ballast stone will continue to strengthen, providing core support for ensuring national energy security.
