On October 13, 2025, the Qatar BH EPIC general contracting project held its kick-off meeting simultaneously in Tianjin and Singapore, marking the full launch of the largest international offshore oil and gas engineering general contracting project with a contract amount undertaken by a Chinese enterprise.
The project is invested and developed by Qatar Energy Company, with a contract amount of approximately 4 billion US dollars. The project is located in the Bul Hanine oilfield in the Qatari waters of the Persian Gulf, approximately 100 kilometers from the coastline, with a maximum depth of about 40 meters. Its scope of work covers the design, procurement, construction, installation, and commissioning of over 60 individual offshore oil and gas facilities and 40 submarine pipelines and cables. The steel processing volume exceeds 130000 tons, and its business categories and work complexity have set new records.
This project is another large-scale offshore oil and gas field construction project undertaken by CNOOC Engineering in Qatar in 2025. In recent years, CNOOC Engineering has been deeply involved in the Middle East market and has established stable cooperation with companies such as Saudi Aramco and Qatar Energy. Recently, Dongfang Wind Power, the core subsidiary of China Dongfang Electric Group, is negotiating with the government of Türkiye about the plant construction. If the negotiation is successful, Türkiye will become the first overseas factory location of Dongfang Wind Power, and the company will also compete with Nordex and Enercon, two major wind turbine manufacturers, in the local market.
Dongfang Wind Power's business covers the research and development, manufacturing, and service of onshore and offshore wind turbines, and its products have been exported to more than 10 countries worldwide. In the domestic market, the company has established over 15 (including ongoing) main engine manufacturing bases, with the ability to produce wind turbines with an annual output of over 10GW.
The overseas factory construction plan is a key measure for Dongfang Wind Power to expand its international market in 2025, which will further enhance its competitiveness in the international wind power field. Editor/Yang Beihua
